HomeMy WebLinkAboutItem 21 - Ticket Writing Solution STEM' + MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: OCTOBER 20, 2009 SUBJECT: APPROVAL TO PURCHASE AN E-CITATION/MOBILE TICKET WRITING SOLUTION FOR THE POLICE DEPARTMENT RECOMMENDATION: City Council to consider the purchase of an e-citation/mobile ticket writing system from Brazos Technology in the total amount of$253,340. FUNDING SOURCE: The purchase price for the e-citation/mobile solutions, the associated components, and software is $253,340 and will be funded through the sale of certificates of obligation. Revenues received by the Municipal Court Technology Fund will repay the certificate of obligations. BACKGROUND: This purchase will be made in accordance with an existing Interlocal Agreement with the City of Frisco, Texas as allowed by Texas Local Government Code, Section 271.102. Bids were taken by the City of Frisco and a contract was awarded to Brazos River Technology on May 5, 2009. The City of Grapevine entered into the interlocal agreement with the City of Frisco on September 6, 2009 in order to allow each City to participate in mutual contracts. The interlocal agreement is beneficial to the City of Grapevine by combining contract quantities or provided potential business and thereby reducing procurement costs. Historically, Police Departments who issue handwritten citations have approximately 10% of the citations dismissed due to legibility, leaving required information off of the citation, noting an incorrect violation or other vital information. With the purchase of e- citation devices, legibility issues will be non-existent, fields can be set to require completion before an Officer prints out the violators copy and all State Traffic Laws and City Ordinances can be pre-programmed into the devices. The e-citations/mobile solutions equipment reduces workload, as it allows the citation data to be electronically transferred into the Court system, eliminating the large majority of the daily manual entry of information. This has been estimated at 75% of one person's job. October 15,2009(9:29AM) Though the devices will be used by City Departments that issue citations (Police, Code Enforcement, and Fire), the devices have multiple applications which allow any desired form to be completed and downloaded electronically. They also provide the ability to obtain bar-coded information, recording conversation, and capturing photographic evidence. Staff recommends approval of the purchase of the e-Citation Ticket Writers from Brazos Technology in an amount not to exceed $253,340.00. October 15,2009(9:29AM)
