SUBJECT: APPROVAL OF A RESOLUTION TO RENEW A SOLE SOURCE
CONTRACT FOR THE PURCHASE OF CENTRAL IRRIGATION
SYSTEM CONTROLLERS AND PARTS
RECOMMENDATION:
City Council to consider approval of a resolution to renew an annual contract with fixed
annual pricing to Interspec, Inc., a sole source provider for central irrigation controllers and
parts. Total annual expenditures will not exceed the budgeted amount of$50,000. A copy
of the annual pricing from Interspec, Inc. is attached.
FUNDING SOURCE:
Funding for this purchase is currently available in account 174-74015-051 Parks
Maintenance/Capital Replacement/Irrigation Replacement.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (a).
Council approved a resolution considering Interspec, Inc., a sole source vendor on
February 20, 2007. Interspec, Inc. is the only certified irrigation reseller of the controllers
and parts compatible with the system currently in place. Use of any other type of
controller/part would require replacement of the system. This request is to renew the
current contract for an additional one year period with an increase in price of less than 1%.
The slight increase is due to any replacement part will include new technology for more
accurate reading and reporting. A copy of the annual pricing from Interspec, Inc. is
attached and will remain firm for one year. The controllers and parts will be purchased on
an as needed basis. Interspec, Inc. has provided this service in the past with satisfactory
results.
Staff recommends approval to renew an annual contract with fixed annual pricing to
Interspec, Inc.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF IRRIGATION
CONTROLLERS AND PARTS AND AUTHORIZING THE CITY
MANAGER OR THE MANAGER'S DESIGNEE TO EXECUTE
SAID DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is in need of purchasing irrigation
controllers and parts for the City Irrigation System on an as needed basis; and
WHEREAS, Interspec, Inc. is the only known vendor who can supply replacement
controllers and parts that are compatible with the existing irrigation system; and
WHEREAS, sole source procurements are listed as an exception to the normal
bidding procedure under Local Government Code Chapter 252, Subchapter B, Section
252.022 (a).
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:

Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
establishment of an annual contract to purchase irrigation controllers and controller parts
from Interspec, Inc. on an as needed basis and in accordance with the attached price list.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 16th day of June, 2009.
