HomeMy WebLinkAboutItem 10- GPS Preemption ITEM # /0 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER Xh MEETING DATE: JUNE 16, 2009 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF GPS PREEMPTION VEHICLE KITS THROUGH AN EXISTING INTERLOCAL AGREEMENT AND ESTABLISHED ANNUAL CONTRACT WITH THE HOUSTON-GALVESTON AREA COUNCIL RECOMMENDATION: City Council to consider purchasing nine Opticom GPS Preemption Vehicle Kits for the Fire Department through an existing interlocal agreement and established contract with the Houston Galveston Area Council in an amount not to exceed $32,000. FUNDING SOURCE: Funds are available in account 177-48860-010-210 Capital Projects / General Facilities / Equipment/ Fire Department in the amount of$32,000. • BACKGROUND: This purchase will be made in accordance with an existing interlocal agreement with the Houston Galveston Area Council as allowed by Texas Local Government Code, Section 271.102. The interlocal agreement will satisfy all bidding requirements under the Local Government Code. The Houston-Galveston Area Council has an existing contract with Consolidated Traffic Controls. Traffic Preemption Systems are commonly used in cities throughout the country to facilitate the rapid response of Emergency Vehicles. The Opticom GPS System uses Global Positioning Satellite technology along with secure radio communications to gain preemption or priority at equipped intersections. The result is safer, more efficient traffic flow for both emergency service and transit vehicles. The purchase of these nine units will enable the City to proceed with the installation, operation, and completion of the traffic warning light projects at Station 3 and Station 5. Staff recommends approval of the resolution to purchase nine Opticom GPS Preemption Vehicle Kits for the Fire Department through an existing interlocal agreement and established contract with the Houston Galveston Area Council. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE GPS PREEMPTION VEHICLE KITS THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, the Houston Galveston Area Council is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established an Interlocal Agreement with the Houston Galveston Area Council and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Houston Galveston Area Council has an established contract with Consolidated Traffic Controls, Inc. for GPS preemption vehicle kits. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of GPS preemption vehicle kits from Consolidated Traffic Controls, Inc. for a total cost not to exceed $32,000.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to complete the purchase of said vehicle kits. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 16th day of June, 2009.
