HomeMy WebLinkAboutItem 06 - Storm Damage Cleanup (e MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER t" MEETING DATE: JULY 7, 2009 SUBJECT: RESOLUTION — STORM DAMAGE CLEANUP RECOMMENDATION: City Council consider adopting a resolution authorizing and ratifying City Staffs emergency expenditure of funds for the clean up and haul off services provided by Agustin Samano Trucking in an amount of$33,520.00, and by Allied Waste Services in an amount of $28,966.779, and take any necessary action. FUNDING SOURCE: Funds are available in account # 100-45561-109-1. BACKGROUND INFORMATION: The storm of Wednesday, June 10, 2009 resulted in significant damage to trees and extensive power outages. City crews were first engaged in assessing the damage and clearing streets and public rights-of-way on Thursday and Friday. In an effort to dispose of the massive amounts of storm debris that citizens began to stockpile along the streets on Saturday, June 13, staff engaged Agustin Samano Trucking to begin hauling brush on that Saturday and the firm continued to haul brush on Monday, June 15 through Saturday, June 20 with as many as 12 trucks running on Thursday, Friday and Saturday. Allied Waste provided 13 rear load trucks, four rolloff trucks and one claw truck on the first Saturday, an extra claw truck on Wednesday and Thursday to their usual runs, and nine rear load trucks and one claw truck on Saturday, June 20th By the end of the day on Saturday, June 20th, nearly all of the debris that had been placed at the curb side by the residents had been picked up. No further services were required from Agustin Samano Trucking and Allied Waste returned to their normal pickup schedule. The resolution approves and ratifies the staff's actions and expenditures incurred in addressing this storm event. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS,AUTHORIZING AND RATIFYING THE EMERGENCY EXPENDITURE OF FUNDS FOR TRUCKING SERVICES, SOLID WASTE COLLECTION AND DISPOSAL AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACTS AND DOCUMENTS; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas, pursuant to the authority granted by Texas Government Code, Chapter 252, Section 252.022 (a)(4)desires to obtain trucking services, and solid waste collection and disposal services from Agustin Samano Trucking and Republic Waste Services (Allied) for the emergency removal of storm debris and other solid waste following the storm of June 10, 2009; and WHEREAS,the cost of the Agustin Samano Trucking and Republic Waste Services is as follows: Agustin Samano Trucking $33,520.00 Republic Waste Services (Allied) $28,966.79 Total Cost $62,486.79 NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this resolution as if copied in their entirety. Section 2. That the City Council authorizes and ratifies the emergency of funds for trucking and solid waste services from Agustin Samano Trucking for debris removal in the total amount of $33,520.00 and Republic Waste Services (Allied) for solid waste removal and disposal services in the total amount of$28,966.79. The total amount of the expenditure is not to exceed $62,486.79. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to obtain the trucking and solid waste disposal services for the removal and disposal of storm debris and solid waste following the storm of June 10, 2009. Section 4. That if any section, article, paragraph, sentence, clause, phrase or word in this resolution, or application thereof to any persons or circumstances is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this resolution; and the City Council hereby declares it would have passed such remaining portions of the resolution despite such invalidity, which remaining portions shall remain in full force and effect. Section 5. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 7th day of July, 2009.
