HomeMy WebLinkAboutItem 11 - Tree and Plant Purchases TENS MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER Or— MEETING DATE: JULY 7, 2009 SUBJECT: AWARD OF RENEWAL OF AN ANNUAL CONTRACT FOR TREE AND PLANT PURCHASES RECOMMENDATION: City Council to consider award renewal of an annual contract to Southwest Landscape that establish a fixed annual pricing for plant and tree purchases listed on the attached bid tabulation. Annual expenditures will be limited to the budgeted amount for this service. FUNDING SOURCE: Funds will be limited to the budgeted amount for the following accounts: 100-42205-312-3 General Fund/ Grounds Maintenance/ Park Maintenance $61,878.00. BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in the Fort Worth Star Telegram on January 27, 2005 and February 3, 2005. The bid was opened publicly on February 11, 2005. The purpose of this bid was to establish annual fixed pricing for purchases of trees and plants. Invitations to bid were issued to nine vendors with four vendors responding. Southwest Landscape was the lowest overall bid that met all of the bid specifications and requirements. The contract included four, one-year renewals. If approved this would be the third, one-year renewal period. The specifications also allowed for contract price adjustments to be considered at each renewal period. Southwest Landscape has provided this service in the past with satisfactory results and has agreed to renew the contract with no increase in pricing. The original bid was not budgeted for more than $15,000.00 and did not require Council approval. This contract has allowed the Parks staff to increase and continue their excellent reforestation projects to beautify the city. Their efforts have allowed the City of Grapevine to be honored as a Tree City USA city for 22 years. Staff recommends approval of renewal of an annual contract to Southwest Landscape for plant and tree purchases. GR
