SUBJECT: RENEWAL OF BID 204-2004, ANNUAL CONTRACT TO
PROVIDE CONCRETE CONSTRUCTION SERVICES
RECOMMENDATION:
City Council to consider award of annual contract renewals to Manning Concrete
(primary) and Cole Construction (secondary) for Concrete (flat work) Construction
Services. Purchases will be limited to the annual budgeted amount for this commodity.
FUNDING SOURCE:
Funds are available in account 174-43301-090-000 Street Maintenance/Capital
Replacement/Transportation Infrastructure Maintenance in the amount of$20,000.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort
Worth Star-Telegram on September 16, 2004 and September 23, 2004.
This bid was first approved by Council on October 19, 2004 and was issued to establish
fixed annual pricing for Concrete Construction Services to be purchased on an as
needed basis by City Departments. This contract established fixed square foot unit
pricing for concrete flat work and handicap ramps in various thicknesses and linear foot
unit pricing for retaining walls of various heights. The initial contract was for a one-year
period with an option to renew the contract for four additional one-year periods. If
renewed, this would be the fourth and final renewal period.
Eight vendors responded to this bid. All vendors with the exception of Ed A. Wilson
Company, met the requirements and specifications requested in the bid. Ed A. Wilson
Company was not considered for an award because they require a $1,500 minimum
order. Since some of the work involved may fall under $1,500, the minimum amount
required would penalize the City for smaller jobs.
The lowest overall unit pricing that met the specifications and requirements of the bid
was submitted by Manning Concrete. The second low bid was from Green Scaping and
the third low bid was from Cole Construction Company. Green Scaping declined to
renew as secondary supplier after the first renewal period.
Manning Concrete & Cole Construction has provided this service in the past with
satisfactory results and has agreed to renew the contract with no increase in price.
Staff recommends renewal of the contract to Manning Concrete as primary vendor and
Cole Construction as secondary vendor for concrete construction services.
