CALL TO ORDER: 7:15 p.m. - City Council Chambers
CITIZEN COMMENTS
1. Any person who is not scheduled on the agenda may address the Board under
Citizen Comments or on any other agenda item by completing a Citizen
Appearance Request form with the City Secretary. A member of the public may
address the Board regarding an item on the agenda either before or during the
Board’s consideration of the item, upon being recognized by the Presiding Officer or
upon the consent of the Board. In accordance with the Texas Open Meetings Act,
the Board is restricted in discussing or taking action during Citizen Comments.
NEW BUSINESS
2. Consider Resolution No. 4B 2022-001 approving the Grapevine 4B Economic
Development Corporation Fiscal Year 2022-2023 Budget and take any necessary
action.
3. Consider the minutes of the August 17, 2022 Grapevine 4B Economic Development
Corporation Board meetings and take any necessary action.
OLD BUSINESS
4. Consider the minutes of the September 7, 2021 Grapevine 4B Economic
Development Corporation Board meetings and take any necessary action.

The Grapevine 4B Economic Development Corporation of the City of Grapevine, Texas
met in Special Session on this the 6th day of September, 2022 in the City Council
Chambers, Second Floor, 200 South Main Street, with the following members present:
William D. Tate President
Sharron Rogers Board Member
Darlene Freed Board Member
Chris Coy Board Member
Don Cheek Board Member
Eamonn Wiles Board Member
Matt Carnes Board Member
constituting a quorum, and the following members of the City Staff:
Jennifer Hibbs Assistant City Manager
Matthew C.G. Boyle City Attorney
Tara Brooks Board Secretary
Greg Jordan Board Treasurer
Larry Holt Economic Development Director
CALL TO ORDER
President Tate called the meeting to order at 7:15 p.m.
Item 1. Citizen Comments
No one spoke during Citizen Comments.
NEW BUSINESS
Item 2. Consider Resolution No. 4B 2022-001 approving the Grapevine 4B Economic
Development Corporation Fiscal Year 2022-2023 Budget and take any necessary action.
Board Treasurer Greg Jordan presented this item to the Board and announced the
proposed budget revenues are $16,720,000 which is an increase of $2,026,209 from the
FY22 budget. The proposed expenditures are $16,710,000 which is also an increase of
$2,026,209. Mr. Jordan answered questions from the Board.
Motion was made to approve Resolution No. 4B 2022-001 approving the Grapevine 4B
Economic Development Corporation Fiscal Year 2022-2023 Budget.

Ayes: Tate, Rogers, Freed, Coy, Cheek, Wiles, and Carnes
Nays: None
Approved: 7-0
Item 3. Consider the minutes of the August 17, 2022 Grapevine 4B Economic
Development Corporation Board meetings and take any necessary action.
Motion was made to approve the minutes as provided.

Ayes: Tate, Rogers, Freed, Coy, Cheek, Wiles, and Carnes
Nays: None
Approved: 7-0

Motion was made to approve the minutes as provided.
