SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
BRICKS FOR THE MAIN STREET PEDESTRIAN
ENHANCEMENT PROJECT
RECOMMENDATION:
City Council to consider approval of a resolution to purchase 47,880 bricks as a sole
source from Acme Brick Company in a total amount not to exceed $74,214.
FUNDING SOURCE:
Funds are available in account 178-78102-013 Capital Projects-Streets/N. Minters Chapel-
D & C-'99GO/CPI Streets 'OOA CO's.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (A).
This request is to approve a resolution to declare Acme Brick Company as a sole source
for the procurement of 47,880 bricks to be used for the Main Street Pedestrian
Improvements Project.
The Main Street Pedestrian Enhancement Project extends from Dallas Road to Northwest
Highway and will provide a much more pedestrian friendly environment. Part of the project
involves construction of historic brick crosswalks at all of the street intersections with Main
Street to enhance the historic atmosphere of the downtown historic district. These
crosswalks, in combination with sidewalk improvements at selected locations in the Main
Street corridor, will encourage pedestrians to experience the entire downtown area.
The brick selected is a Rumbled Full Range brick produced by Pine Hall Brick Company
and distributed by Acme Brick Company.Acme Brick Company is the exclusive sole source
dealer for Pine Hall pavers. A copy of the sole source letter is attached for review.
The brick crosswalks are only one component of the construction planned for Main Street
between Main Street Days and Grapefest. Construction on the water and electric extension
to the center of the street will begin the night of Sunday, May 31 and will take about 3—4
weeks to install. Work on the sidewalks, handicap ramps, crosswalks and street lighting
will begin in the same time frame.
We expect to have all of the water and electric extension to the center of the street
complete and operational by Grapefest. The balance of the project should be near
completion by Grapefest as well. Landscaping may lag into the fall to insure survivability of
the plantings and trees.
Staff recommends approval of the resolution to declare Acme Brick Company the sole
source supplier for the brick and to purchase the bricks from Acme Brick Company in the
total amount of$74,214.

Please be advised that Acme Brick is the exclusive dealer for Pine Hall
pavers in the Dallas-Fort Worth Metroplex. This is confirmed by Ms. Rene
Lawson, Vice President of Marketing for Pine Hall Brick.
The Rumbled Full Range brick is a Pine Hall product, and, as such, is only
available through Acme Brick Company.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNATE TO DECLARE
ACME BRICK COMPANY A SOLE SOURCE PROVIDER FOR
RUMBLED FULL RANGE BRICK AND PURCHASE THE
BRICK FROM ACME BRICK COMPANY AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, Acme Brick Company is the exclusive sole source supplier for the
Rumbled Full Range brick; and
WHEREAS, the City of Grapevine, Texas, has selected the Rumbled Full Range
brick for the Main Street Pedestrian Enhancement Project and wishes to purchase 47,880
bricks to complete the project.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase the above stated bricks from Acme Brick Company.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 19th day of May, 2009.
