HomeMy WebLinkAboutItem 07 - Settlement to City Museum !TEM MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 7, 2009 SUBJECT: APPROVAL OF A RESOLUTION PURCHASE OF GRAPHIC PRODUCTION AND INSTALLATION AND FABRICATION OF WALL PANELS FOR THE SETTLEMENT TO CITY MUSEUM RECOMMENDATION: City Council to consider approval of a resolution to purchase graphic production services from Julie Landes for custom-designed museum display panel artwork in the total amount of $19,237.25 and for the fabrication of wall panels to house the artwork from Terry Cargill in the total amount of $26,790.00. The total amount of the two purchases will not exceed $46,027.25. FUNDING SOURCE: Funds are available in accounts: 179-79158-000 $ 3,896.00 179-79170-000 $42,131.25 BACKGROUND: This purchase will be made as a professional service under Texas Government Code, Chapter 252, Section 252.022 (a) (4). Professional services are considered general exemptions from the bidding requirement and therefore not required for this type of purchase. This procurement is in association with a five year project that began with the preservation and renovation of the historic Keeling House at 627 S. Church St. into a single-subject small museum. Work will be completed within this budget year and the Settlement to City Museum will be available for school groups and by appointment until late 2010 when the rest of the complex along with the new Convention & Visitors Bureau Headquarters and Galleries will be open to the public on a daily basis. The completion of the project has required extensive research to identify and locate specialized vendors with unique skill sets and bring them together in collaboration. Specifically, in Grapevine, we located a graphic artist/designer with the knowledge, experience and equipment to work with wall-sized graphic images, and high-resolution April 2,2009(11:05AM) scanners to capture quality images from historic photography. Terry Cargill owns and operates the one-of-a-kind automated equipment to fabricate all the case goods required for the project. Using bold style, large graphics and hands-on features, the Settlement to City Museum traces the steps made by Grapevine community leaders and elected from 1843 to today including; town history, city government, law enforcement and public safety, public works, lake history, airport history and much more. Part I: Graphic Production and Installation Graphic production of the custom-designed museum display panel artwork, output on high-quality 3M Controltac TM Graphic Marking Material, acrylic display boxes for artifacts and metal-like lettering for "Century Dates" that flow around the museum rooms and complete installation. The cost for this work is $19,237.25. Part II: Fabrication of Wall Panels, Mayor's Cases, Room Center Display Design, floor plan, materials, mock-up and fabrication of 54 linear feet of custom cabinetry and wall panels from 5/8" MDF with maple ends including color-matched laminate where specified, and complete installation. Price includes Mayor's Cabinets, Front Room Cabinet, Display Case/Room Center Display, Cabinet for 1950s Police radio dispatch panel, extension slides, cylinder locks and all hardware. The total cost for this work is $26,790.00. Staff recommends approval of a resolution to purchase the artwork from Julie Landes in the total amount of $19,237.25 and the custom wall panels from Terry Cargill in the total amount of$26,790.00 for a combined total of$46,027.25. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE PURCHASE OF GRAPHIC PRODUCTION SERVICES FROM JULIE LANDES FOR CUSTOM-DESIGNED MUSEUM DISPLAY PANEL ARTWORK AND FOR THE FABRICATION OF WALL PANELS TO HOUSE THE ARTWORK FROM TERRY CARGILL AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACTS AND DOCUMENTS; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas, pursuant to the authority granted by Texas Government Code, Chapter 252, Section 252.022 (a) (4) desires to purchase graphic production services for custom-designed museum display panel artwork and to purchase the fabrication of wall panels to house the artwork from Terry Cargill as a professional service; and WHEREAS, the cost of the Graphic Production Services and the Fabrication of the Wall Panels is as follows: A Graphic Production Services $19,237.25 Wall Panel Fabrication $26,790.00 Total Cost $46,027.25 NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this resolution as if copied in their entirety. Section 2. That the City Council authorizes the purchase of graphic production services from Julie Landes for custom-designed museum display panel artwork in the total amount of$19,237.25 and for the fabrication of wall panels to house the artwork from Terry Cargill in the total amount of$26,790.00. The total amount of the purchase is not to exceed $46,027.25. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of the graphic production services and the wall panel fabrication. Section 2. That if any section, article, paragraph, sentence, clause, phrase or word in this resolution, or application thereof to any persons or circumstances is held " ` invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this resolution; and the City Council hereby declares it would have passed such remaining portions of the resolution despite such invalidity, which remaining portions shall remain in full force and effect. Section 5. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 7th day of April, 2009.
