DFW • Hall-Johnson •3 o Tate Avenue and proposed to be platted as Lot 1, " Airport Block 1, First Baptist Church Addition. The addition L --- contains 29.128 acres and has approximately 1,042 — Glade Rd. «' -�_' feet of frontage along William D. Tate Avenue and approximately 815 feet of frontage along the future Stone Myers Parkway. REQUESTED CONDITIONAL USE, SPECIAL USE AND COMMENTS: The applicant is requesting a special use permit to allow the development of a church including 10 temporary buildings and a conditional use permit to allow a 40 foot pole sign and a monument sign along a single street frontage. First Baptist Church Grapevine intends to relocate to the subject site. The site will consist of a multi-phase development with the first phase consisting of approximately 81,000 square feet of new construction including a worship center seating 740 persons, educational classrooms and a gymnasium/fellowship hall. In addition to the primary structures, up to ten temporary buildings are planned to supplement needed classroom and office space until future phases are complete. After approval of a Move-In Building Request,the temporary buildings are expected to be moved on-site during the first quarter of 2011. The applicant states the temporary buildings may be needed up to five years. 1 O:\ZCU\CU09-07/SU09-03.4 04/14/09 8:10 AM Two signs, a 40-foot pole sign and a 10-foot monument sign are proposed along William D. Tate Avenue. PRESENT ZONING AND USE: The property is currently zoned "CC"Community Commercial District and is undeveloped. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and the property to the south were rezoned from "1-1", Light Industrial District to "CC", Community Commercial District during the 1984 Citywide Rezoning. C000-43, allowing the development of a Corvette Museum on the subject site, was approved on September 19, 2000. The development of the Corvette Museum has not materialized. The Stone property, located to the east and south, was not zoned when it was a part of unincorporated Tarrant County. When the property was annexed into the City on July 20, 1993, it was automatically zoned "R-20"Single Family District. Zone Change request Z98- 19,approved in August 1998, rezoned a portion of the A.C.Stone Tract from"R-20", Single Family District to "PID" Planned Industrial Development District for the development of Frank Parra Dodge. Conditional Use Permit CU99-78 was approved on June 20, 2000 allowing for the development of the Frank Parra Dodge dealership. Zone Change request 99-10 was approved on January 18, 2000, rezoning the remaining Stone property from"R- 20", Single Family District to "CC", Community Commercial District, "LI", Light Industrial District and "BP", Business Park District. A conditional use request (C000-45) for an automotive dealership(Audi)was considered on the site to the south at the November 21, 2000 meeting but was denied. Conditional use request CU01-27 was approved on the site to the south for the Classic Hummer dealership on June 19, 2001. The site was subsequently amended at the February 19, 2003 meeting (CU02-03) and allowed for an expansion of the Hummer dealership building, and the relocation of the Classic Chevrolet used truck operation to the site. A 20-foot pole sign was also approved. At the November 19, 2002 public hearing Council approved a revision (CU02-49)to the Hummer dealership site that included a 5.3 acre addition to the site for a lube and tune center, a vehicle washing area, and an employee parking lot. The Site Plan Review Committee at their December 18, 2002 meeting (CU02-51) approved an increase from 7-feet to 10-feet and from 48 square feet to 85 square feet for a monument sign at the Hummer dealership site. The Site Plan Review Committee at their July 23, 2003 meeting (CU03-25) approved an increase from 20-feet to 30-feet for a pole sign at the Hummer dealership site. At the meeting on September 16, 2003 Council approved CU03-34 for an automotive reconditioning/detail shop on the subject site. At the September 8, 2004 Site Plan Review Committee meeting Conditional Use Permit CU04-30 approved shade structures over the bulk of the vehicle display area. At the March 12, 2008 Site Plan Review Committee meeting Conditional Use Permit CU08-05 approved an accessory vehicle fueling station on the Hummer site. In "Zone B" the following uses may be considered only if sound treatment is included in building design: multifamily apartments, motels,office buildings, movie theaters, restaurants,and personal and business services. This letter shall serve to address both the Site Plan/Special Use Permit requirements and the Conditional Use Permit requirements for the subject property. Site Plan/SUP Submittal First Baptist Church Grapevine has purchased land adjacent to S.H. 114 and Stone Myers Parkway for relocation in the near future. The site will consist of a multi-phase development that, upon build-out, will eventually consist of a 2,000-seat Worship Center, a Family Life Center, Adult and Youth Education Facilities, a Daycare/Preschool Facility and Recreation Complex with multiple gyms and exterior play fields. Phase I will consist of approximately 81,000 s.f. of new construction that will include a short-term Worship Center seating 740 persons, Educational Classrooms, and a single temporary Gymnasium/Fellowship Hall on the northwest corner of the property. Additionally, this facility will house, a Music Suite, Youth areas, Coffee Bar, and a Children's indoor play area called"Paradise Pond". The provision for ten temporary buildings for classroom and office space will also be included with Phase I. These buildings will be removed when the next phase of expansion is constructed. Utilities will be provided to serve Phase I, including the temporary structures. These utilities will include a fire loop with fire line to the permanent building sprinkler system, fire hydrants, domestic water services, sanitary sewer and drainage. Asphalt parking lots and drives will be provided to serve Phase I in accordance with all City of Grapevine and Fire Marshall's standards. Phase I will consist of up to ten separate, temporary buildings clad in embossed hardipanel material for masonry requirement. They shall be used as classrooms and for clergy and administrative office space until future phases are complete. We believe they will be needed for at least five (5)years. Surrounding properties include several car dealerships to the south and southwest, DFW airport immediately to the north and east(undeveloped land). The temporary buildings have been located in a manner to reduce visual impact. They will be located behind an education building wing and a stand of existing large caliper trees so their visual impact from S.H. 114 is minimized. With DFW Airport land to the north and east, these structures should not adversely impact the adjacent properties. There are no residential developments in the immediate vicinity of the site, or adjacent to the property lines. Conditional Use Permit The Conditional Use Permit is requested for the following: Request to allow two signs along the same street frontage including a 40-foot pole sign and a ten (10) foot monument sign. Site Signage: The site signage requested is shown on the site plan and building exterior elevations and sign detail sheets respectively and shall comply with all City of Grapevine criteria. In conclusion, the proposed church facility is not adjacent to any residential neighborhood. Therefore,the proposed use is not expected to cause any harm to the value, use, or enjoyment of other property in the area. The proposed use will positively benefit the area by providing a family friendly worship, education and recreational environment.
