For the City of Grapevine, this project poses some very complex issues that will ultimately require the voters of Grapevine to consider a 3/8 cent sales tax increase to fund the City's annual $6.5 million participation in the project. Issues that need to be considered include: • Contracts with the "T" and other parties including interlocal agreements, construction agreements and operating agreements • Corridor cities funding participation initially and future • Review of alternatives analysis being prepared by the "T" • Review of project related documents including ridership studies and potential service schedule • Coordination with the "T", NCTCOG and DFW Staff • Site location of potential rail station • Prospects for future Transit Oriented Development (TOD) in the downtown area • Prospects for economic development generated by rail line and station • Specific needs in design of rail station • Parking needs • Desired appearance of rail station & parking facilities • Offline connection analysis for shuttle services to major destinations in Grapevine • Independent cost estimates for elements desired by the city including the station, parking facilities, street crossing improvements and other related needs. These issues require the services of a firm experienced in this field who can provide the City with the needed advice, guidance, situational assessment and manpower to address the issues in a timely manner. 0:\agenda\2006\6-6-06\TRE Consultant Contract June 1, 2006 (9:06AM) Huitt Zollars, Inc. has significant experience in this field. They have worked extensively with DART and the "T" on multi modal transportation projects including light rail, commuter rail, and transit centers in the metroplex. They also have experience in the cities of Houston, Albuquerque, Phoenix, Seattle, and Los Angeles, as well as Harris County and Orange County and the Southern California Regional Rail Authority with multiple forms of transit. Huitt-Zollars, Inc. has the expertise in the transit and transportation field, experience in the Metroplex with DART, the "T" and NCTCOG, and with the City of Grapevine staff on the Mustang Drive, Pool Road and Dove Loop Road projects. The contract is a time and materials contract and will be set up in $50,000 increments. The City Manager will initially authorize work to begin with a not to exceed figure of $50,000. Subsequent authorizations will be issued by the City Manager as the services are needed. Staff recommends approval. Planning, development, and operation of the commuter rail service is jointly sponsored by DART and FWTA, representing the Dallas and Fort Worth sections of the region. The initial 11 -mile service between downtown Dallas and the City of Irving was planned and designed by Huitt-Zollars for DART. This starter system employs self-propelled DMV cars and has four stations. The FWTA retained Huitt-Zollars to plan and design a 24 -mile extension from Irving to downtown Fort Worth. Huitt-Zollars was responsible for the design of Package 3 of Phase 2A, which extends 24 miles from south Irving to Fort Worth. The scope of this project included: ► Operations planning for the entire commuter rail system. ► Development of a track configuration agreeable to the Burlington Northern established by FWTA and Union Pacific railroads, Amtrak, and the TRE to meet railroad operating requirements and budgetary limitations of the "T". ► Design of signal and communication systems for increased rail service in the corridor. ► Fare collection system coordination with FWTA and DART. ► Design of three new passenger stations between south Irving and downtown Fort Worth. ► Design of track expansions and rehabilitation, new highway crossing warning systems and renovations/expansion to several bridges in the corridor. ► Public involvement, coordination, and permitting with neighborhoods, municipal government, and regulatory/permitting agencies. The existing rail use in this corridor included freight operations for the Burlington Northern and Union Pacific railroads. The railroad operations are conducted under agreements with Fort Worth and Dallas, joint owners ofthe rail line. TRE assumed responsibility for train dispatching and track/signal system maintenance. The signal system is critical to railroad operations. The final signal system is comprised of two subsystems integrated to safely support the desired operation. The first subsystem is the vital wayside signal system consisting of two elements, the automatic block signal system, and controlled end of siding interlockings. The combination of these two elements provides operational flexibility, track capacity (derived from headway), and safe train separation at maximum operating speeds. The second subsystem is the automatic highway crossing warning (AHCW) systems installed at roadway at -grade crossings. These are high visibility systems under the scrutiny of the general public. The site design elements will be uniformly recognizable as a part of the "system" at each station, while allowing certain local distinguishing features to vary at each station. Pedestrian walkways and vehicular/ transit traffic circulation were designed for safe and convenient flow with proper safety. Honorable Mention Aivard for Engineering Excellence 2001- Trinity Railway Express Trinity Railway Express Fort Worth, Texas UNION STATION #1► TRANSIT CENTER Dallas Area Rapid Transit Authority Huitt-Zollars was the prime consultant for programming through construction document development for design of this multimodal transit center located at the historic Union Station in downtown Dallas, Texas. Union Station serves as a central transfer, origination/destination point for downtown bus movements and Light Rail Transit, commuter rail (Railtrans). The design elements included vehicle and pedestrian circulation, rail facilities and systems, architectural shelters, and pedestrian tunnels. The facility and site required unique design sensitivity because oftight urban characteristics, surrounding an historic structure and its adjacency to Dealey Plaza, the JFK assassination site. Union Station Multinodal Transit Center Dallas, Texas Trinity Railway Express Fort Worth, Texas DOWNTOWN LRT TRANSIT MALL Dallas Area Rapid Transit Authority The Central Business District (CBD) Transitway Mall project consisted of utility relocations, street reconstruction, placement of rail, and urban design features for approximately 1.2 miles of the DART LRT Starter System through the Dallas Central Business District. Huitt-Zollars was responsible for the civil design including trackwork, street infrastructure, traffic signals, and utility improvements. Affected utilities include TU Electric ductbank and manholes, Southwestern Bell Telephone, MCI, and TCI telecommunication ductbank and manholes, water, wastewater, and Lone Star Gas main line. The $48 million project includes four stations, extensive landscaping, pedestrian and passenger amenities, $26 million in drainage and utility relocations, and an extensive public involvement program. The project includes major modifications to the City's traffic control plan. The plan, which is being developed in conjunction with the City of Dallas, includes eliminating through traffic along the transit mall and complete retiming of the CBD traffic signal system. The design schedule was 13 months, and this schedule was met. The project was bid at $44.3 million, about 4 percent above the Engineer's Estimate of $42.7 million. A high contingency for unforseen conditions was also incorporated into the total budget for this line section because of the congested nature of the transit mall. Downtown LRT Transit Mall Dallas, Texas Dallas Urban Design Award —1996 Letter of Commendation "Without [your staffs] dedication and technical expertise we would not have been able to celebrate DART's Grand Opening nor would be have been able to complete the project within budget and on schedule." Rick Brown DART GENERAL ENGINEERING CONSULTANT Dallas Area Rapid Transit Authority Huitt-Zollars served as the General Engineering Consultant for facilities design and development of the 21 -mile, $900 million Dallas Area Rapid Transit (DART) Light Rail Starter Line in Dallas, Texas. As principal designers, members of the firm coordinated directly with DART, other regional transportation agencies, and the general public in the planning, engineering, and implementation of the LRT System. Major elements of the work included: ► Development of standard and directive drawings, specifications, facilities design criteria, prototypical side and center platform stations, civil structures including LRT bridges, trackwork, landscaping, and architectural elements ► Preparation of the Final Environmental Impact Statement, traffic impact studies, and planning and zoning for each station ► Completion of preliminary design of all facility elements to a 10-20 percent design level for the entire Starter System including a 3 -mile, twin -bored tunnel section under the North Central Expressway ► Final design of all trackwork and traffic signals ► Final design of the 1.7 -mile, $16 million OC -1 Line Section including two LRT stations and one multimodal station ► Final design of the 1.2 -mile Central Business District Transitway Mall in downtown Dallas, which included major street reconstruction, extensive utility relocations, and innovative urban design features ► Significant construction support services for all facilities construction contracts on the Starter System The DART Starter Line was opened for revenue service in June 1996 and has been a resounding success. The design concepts developed and applied by Huitt-Zollars have demonstrated a high degree of utility and comfort to both the transit passenger and the system operator. Convention Center Station Dallas, Texas DOWNTOWN TO .ASTRODOME LRT PROJECT MetropoNtan Transit Authority of Harris County Huitt-Zollars was selected to provide final civil/structural and architectural design, design services during construction and resident engineer services for Section LS -3 (North of North MacGregor to south of Wheeler/Blodgett Station (US 59) as part of METRO's approximate 7.5 -mile Downtown to Astrodome Light Rail Transit Project. Design responsibilities include streets/paving, sidewalk and streetscape modifications; traffic signals, and traffic control; trackway subbase preparation and embedded track slabs, substation and pole foundations; ductbank/conduits; residual utility work; signage; esplanades; and stations and amenities. Huitt-Zollars also assisted METRO in the selection of an artist to incorporate design ideas and art into the stations. Huitt-Zollars will be providing resident engineering during the construction of this project. Huitt-Zollars is also providing Resident Engineer Construction Management services for this project. Downtown to Astrodome LRT Project Houston, Texas ALBUQUERQUE TRANSIT CENTERS City of Albuquerque UPTOWN TRANSIT CENTER Huitt-Zollars was selected to provide conceptual design services for the Uptown Transfer Center. The City of Albuquerque Transit Department decided to build a bus transfer center in the Uptown area of Albuquerque, NM. Uptown is a large retail/commercial area which has historically been known to have traffic congestion and air quality issues. In an effort to increase bus-riderships and stimulate mixed-use development, the City has purchased a 0.6 -acre site located within the urban core to locate this new facility. The project will not only provide the opportunity for mixed-use transit oriented development, but will also begin to form a pedestrian -friendly circulation system, connecting the existing retail and office developments in the area. Huitt-Zollars provided all major design services required for the project, including architecture, civil and traffic engineering, landscape architecture, and cost estimating. Specialty consultants will be used for environmental and developmental concerns. Huitt-Zollars also assisted with community and neighborhood meetings. Huitt-Zollars was also selected to perform the planning and design of four park and ride facilities. The project includes performing site feasibility studies and site selection. Once sites are identified, environmental documentation is prepared. Huitt-Zollars also provided technical support for public meetings. A comprehensive site development plan is prepared for each site identifying street access, parking lot layout, bus access, bicycle access, pedestrian movement, platform development, shelters, and amenities. Site plans will consider initial and future phases of development. Complete construction documents, plans, specifications, and estimates are prepared for each site. Downtown to Astrodome LRT Project Houston, Texas CENTRAL PHOENIX EAST VALLEY LRT PROJECT . URBAN GUIDELINES 'Valley Metro For the Central Phoenix/ East Valley light rail transit project, Huitt-Zollars was prime urban design consultant responsible for developing the urban design guidelines for the 21 -mile starter line. The guidelines will also be applied to future system/corridor expansion. The LRT corridor runs from Phoenix, through Tempe, and into Mesa, with approximately 95 percent on City streets. The Urban Design Guidelines, completed in June, 2001, provide urban design guidance to the project's future architects, landscape architects, urban designers and engineers. The guidelines are grounded in the environmental, social, climatic and physical realities of the East Valley region. Several of the key elements comprising the urban design guidelines include the light rail vehicle, overhead catenary system, traction power sub -station, maintenance yard and shops, transitway paving, station platform, adjacent activity areas, and landscaping. The project comprises more than twenty key elements, each having an urban design function within the overall project. Huitt-Zollars coordinated all project activities for the consulting team, including guidelines development, meetings with the regional urban design Task Force, implementation methodology, public open houses, team Charrettes and work sessions. Central Phoenix/East Valley LRT Project Phoenix, Arizona I •t t J�•. i TION PLAN Orange County Tra/7SPortation Authority Huitt-Zollars has been retained by OCTA to develop the implementation plan for this 44 -mile commuter rail system. The system, scheduled for initial service in 1995, will start with four or six daily commuter trains to carry 3,000 daily passengers. Over a 20 -year period, the service is expected to increase to 12 daily trains to carry 14,000 passengers. In developing the implementation plan, Huitt-Zollars performed a multi -phase analysis of alternative development strategies for track capacity, track improvements, stations, connecting bus service, parking facilities, patronage, operating expense, capital funding, and operating revenues. The project phases include initial review of ten options for initial service, and then the evaluation of three alternative development strategies for detailed study. The selected plan is expected to achieve a minimum of 40 percent of operating expense from farebox revenue. Huitt-Zollars is also incorporating the development of layover facilities, maintenance shops, and related support facilities into the master implementation plan. The adopted plan calls for a 44 -mile system with 11 stations, with $47 million of track improvements to an existing rail line which will accommodate both freight and passenger services. The plan also calls for stations to be funded and developed by local municipalities. The scope of work includes the following: 00. ► No. ON. ► ► ► ► ► ► J Determine required equipment and support facilities Conduct track capacity analysis, and identify options for phased track expansion Develop patronage forecasts Estimating annual revenues and operating costs Develop the service plan Identify required revenue sources Develop the master capital improvement schedule Determine environmental permit requirements Develop station area planning requirements Coordinate with numerous public agencies Irvine Riverside Commuter Rail Orange County, California SEATTLE LINE LRT SYSTEM SECTION -700 Sound Transit of Seattle, Washington Huitt-Zollars was selected to design Section 700 of Sound Transit's Link Light Rail Project, located between the south end of the International District Station and the east side of Airport Way at South Forest Street. The line is approximately 8,000 feet in length, and is composed of approximately 6,000 feet of surface construction, approximately 2,000 feet of aerial structure main line, and south approximately 1,200 feet of the aerial connections to the maintenance facility to be located on Rainier Brewery property adjacent to Airport Way. The line is located within the existing E-3 busway for approximately 1,000 feet, and then moves adjacent to the east side of the E-3 busway, crossing South Royal Brougham Way at grade. The busway will be converted to rail use only north of South Royal Brougham Way. Direct fixation track will be utilized south of Royal Brougham Way. A turnback track, approximately 900 feet in length from point of switch to point of switch, will be located between the two mains immediately south of the Royal Brougham station to allow southbound trains to turn back to the north without interfering with the passage of through trains. From the end of the turnback track, the tracks will narrow to 14 -foot track centers and be located generally within BNSF right-of-way immediately adjacent to the east side of the E-3 busway. An overhead 230 kv transmission main, belonging to Seattle City Light, is presently located between the busway and the BNSF track. The Seattle Power and Light transmission main will have to be relocated eastward between the light rail tracks and the bike path. The line will remain in the BNSF right-of-way and cross South Lander Street at grade, allowing the Lander Street Station to be shifted several hundred feet south to ease the transfer between LRT and buses. Then the line will ascend to an aerial configuration, curve eastward across South Forest Street, run above existing private property along the south side of South Forest Street, and cross all streets and the BNSF industrial tracks in an aerial configuration. After crossing over Airport Way, the alignment descends to the surface just west of I-5. Aerial connections to the maintenance facility are also included in the DS 700 design package. Final Design —Sound Transit, Section -700 Seattle, Washington NORTHEAST LOS ANGELES LINKAGES MASTER PLAN ! o,,7 Angeles, Caiffornia Huitt-Zollars provided urban design services for the Arroyo Seco Parkway and Metro Gold Line corridor pedestrian linkages and urban open space master plan improvements within twelve northeast Los Angeles neighborhoods totaling approximately 17 square miles. The 3 -year project generated results that include: (1) a master plan for boulevard redesign, pedestrian safety and aesthetic improvements for 7 miles of surface arterials throughout the study area; and (2) an urban design master plan for transit, bicycle, pedestrian, and open space connections (linkages) between the Arroyo Seco Parkway (I 10 Pasadena Freeway), Metro Gold Line and all 12 neighborhoods in the vicinity of these two north/south transportation corridors. The study incorporates the Gold Line light rail transit project and numerous regional influences together with local community resources, including the historic Arroyo Seco (tributary of the Los Angeles River), historic architectural resources, cultural resources, parks and public open spaces, schools, commercial centers, and major institutions. Four public workshops, three charettes, and two open houses were the focus of the community involvement effort, led by Huitt-Zollars. The final charette — focusing on Implementation — included elected officials from city, county, state and federal government and leaders from key public agencies. The charette resulted in prioritization of all proposed improvement programs intended to bring about safer, more accessible and inviting connections between the community, tourists and NE LA resources. A program of proposed boulevard improvements was developed for major arterials that include San Fernando Road (Avenue 26 to the Glendale Freeway), N. Figueroa St. (San Fernando Road to Mannion Way), Marmion Way (N. Figueroa Street to Avenue 50) and Pasadena Ave. (Avenue 26 to N. Figueroa Street) as part of NE Community Linkages Phases 2A, 3A and 4. The Urban Design Linkages Master Plan includes many neighborhoods between downtown Los Angeles and the South Pasadena/Pasadena city boundary. These include Chinatown, Victor Heights, Solano Canyon, Glassell Park, Cypress Park, Lincoln Heights, Montecito Heights, Mount Washington, Highland Park, Monterrey Hills, Hermon, and Garvanza. The resulting master linkages plan will be implementation -ready — that is, it will be able to be utilized by the City of Los Angeles as an Action Plan for use by the City Council Members and other elected officials in pursuing local, state, and federal funding.
