HomeMy WebLinkAboutItem 17 - Playground EquipmentMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER '( MEETING DATE: NOVEMBER 15, 2011 SUBJECT: APPROVAL OF A RESOLUTION TO PURCHASE PLAYGROUND EQUIPMENT AS A SOLE SOURCE AND THROUGH AN INTERLOCAL AGREEMENT WITH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD) RECOMMENDATION: City Council to consider approval of a resolution for the purchase of playground equipment for Faith Christian Park through an interlocal agreement with Local Government Purchasing Cooperative (Buyboard) and as a sole source brand determined by the Parks and Recreation Department. The total cost of this purchase is not to exceed $60,000. FUNDING SOURCE: Funds are available in account 174 - 74015- 067 -000 Street Maintenance /Capital Replacement/Playground Accessibility in the amount of $60,000. BACKGROUND: This purchase will be made in accordance with an existing Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) as allowed by Texas Local Government Code, Section 271.102. COOPERATIVE PURCHASING PROGRAM. Bids were taken by the Cooperative and a contract was awarded to the vendor shown below under contract number 346 -10. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. This request is to approve the purchase and replacement of the playground structure at Faith Christian School. The current structure is 13 years old. Prior to Faith Christian School purchasing the property from GCISD, the City of Grapevine had an agreement with GCISD to take a small portion of property on the campus and develop a neighborhood park. The City first constructed a tennis court and then a play area. The tennis court has been removed from the park but the play equipment remains. Once Faith Christian purchased the property from GCISD, officials at the school agreed to November 9, 2011 (8.11a11/p11) allow the City to use the area as a neighborhood park. Since the park is on property owned by Faith Christian School, staff has referred to the park as Faith Christian Park. Staff recommends approval. GR November 9, 2011 (8:11a111p11) RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO DECLARE PLAYWELL GROUP AS A SOLE SOURCE PROVIDER AS DETERMINED BY THE PARKS & RECREATION DEPARTMENT FOR PLAYGROUND EQUIPMENT AND INSTALLATION AND AUTHORIZATION TO PURCHASE UNDER AN INTERLOCAL CONTRACT WITH BUYBOARDAS A ONE -TIME PURCHASE AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, the Local Government Purchasing Cooperative (Buyboard.com) has established a contract with Playwell Group for playground equipment. WHEREAS, the City of Grapevine, Texas has a need to replace the playground equipment at Faith Christian Park and the Department's specifications are such, through staff evaluation, that the only vendor that can meet the specifications is Playwell Group. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of playground equipment through an Interlocal Agreement with the Local Government Purchasing Cooperative (Buyboard.com) for $60,000.00. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 15th day of November, 2011.
