SUBJECT: EULESS GRAPEVINE ROAD / STONE MYERS PARKWAY
CONSTRUCTION PROJECT AWARD OF CONTRACT
RECOMMENDATION:
City Council consider awarding the Euless Grapevine Road/Stone Myers Parkway
construction contract to Ed Bell Construction Company in an amount of $5,585,632.90,
authorize staff to execute said contract and take any necessary action.
FUNDING SOURCE:
Funds are being provided by the City and NCTCOG in a 40% City / 60% NCTCOG
distribution.
City funds are programmed in:
1999 GO Bonds, Account# 178-78111-010
2000 GO Bonds, Account# 178-78106-012
2006 GO Bonds, Account# 178-78105-016
1995 Utility Bonds, Account# 200-48930-534-1-000021 WA
NCTCOG funds for this project in the amount of$4.4 million are held by TxDOT and will be
reimbursed to the City based on monthly invoices.
BACKGROUND:
The scope of the project is:
• the reconstruction and widening of Euless Grapevine Road from State Highway 360
north to Westport Parkway from a two-lane rural roadway to a four-lane urban
roadway with underground storm drainage, curb and gutter and the widening of the
bridge crossing Big Bear Creek, and
• the construction of a new four-lane urban roadway extending from the current
intersection of Stone Myers Parkway at Prospect Parkway north across DFW Airport
property and intersecting with Mustang Drive.
A new 12" waterline will be constructed with the Stone Myers Parkway segment of the
project to improve the water network in the area.

Nine bids were received with Ed Bell submitting the lowest bid.

Ed Bell is currently under contract with DFW Airport to extend Mustang Drive east from
Main Street in Grapevine to West Airfield Drive.
TxDOT has reviewed the bids and has authorized us to award the contract to Ed Bell.
Staff recommends approval.
