HomeMy WebLinkAboutItem 19 - Regional Rail MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER ,73/Z MEETING DATE: FEBRUARY 17, 2009 SUBJECT: RESOLUTION SUPPORTING REGIONAL RAIL RECOMMENDATION: City Council consider adopting a Resolution Supporting Regional Rail as a Vital Element of the Long Range Metropolitan Transportation Plan to address Congestion and Air Quality throughout the Dallas/Fort Worth region and take any necessary action. BACKGROUND: Regional Rail will again be a topic of significant discussion in the upcoming legislative session. Representative Vicki Truitt will be actively involved in this process to address funding mechanisms for future rail improvements. To reinforce her efforts with this topic, Representative Truitt has asked the cities in her district to re-confirm their position on regional rail by adopting resolutions stating or re- stating each city's support. A RESOLUTION OF THE CITY OF GRAPEVINE CITY COUNCIL EXPRESSING SUPPORT FOR REGIONAL RAIL AS A VITAL ELEMENT OF THE LONG RANGE METROPOLITAN TRANSPORTATION PLAN TO ADDRESS CONGESTION AND AIR QUALITY THROUGHOUT THE DALLAS/FORT WORTH REGION AND PROVIDING AN EFFECTIVE DATE WHEREAS, Traffic congestion and air quality have become and continue to be major problems throughout the Dallas/Fort Worth region; and WHEREAS, The North Central Texas Council of Governments and the Regional Transportation Council have developed a Long Range Metropolitan Transportation Plan for the Dallas/Fort Worth region; and WHEREAS, Regional Rail Improvements, including both commuter rail and light rail, are key elements in the near term and long term plans to address this area's transportation needs; and WHEREAS, The City of Grapevine and its citizens have expressed their continued support for regional rail through their approval of a 3/8 cent sales tax to provide part of the funding for the SW2NE Commuter Rail Project from south Fort Worth to the north entry into the DFW International Airport; and WHEREAS, the expansion of existing highways has become very laborious and difficult because of the time, cost, complexity and environmental issues involved and will soon become unrealistic options for future transportation alternative in many cases; and WHEREAS, we recognize rail as the ultimate solution for our region and our state, and without endorsing any given project or proposal at this time, we encourage state and local officials and agencies to continue to explore ways to expand and connect our rail systems. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters in the preamble are found to be true and correct and are incorporated into the body of this Resolution. Section 2. That the City Council of the City of Grapevine recognizes the value of regional rail improvements throughout the Dallas/Fort Worth region as a critical part of a multi-faceted solution to the region's traffic congestion and air quality problems. Section 3. That the City Council of the City of Grapevine supports the efforts of the region to fund, construct and operate regional rail facilities to address near term as well as long term needs. Section 4. That this resolution shall take effect from and after the date of its passage.
