HomeMy WebLinkAboutItem 18 - Police Mobile Command Vehicle MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER 14: " MEETING DATE: FEBRUARY 17, 2009 SUBJECT: APPROVAL TO PURCHASE A MOBILE MESH NETWORK FOR THE POLICE MOBILE COMMAND VEHICLE RECOMMENDATION: City Council to consider award of a purchase order to Motorola, Inc. for the purchase of a Mesh Network for the Police Command Vehicle through an existing HGAC contract in the total amount of$24,804. FUNDING SOURCE: Funds are available in accounts 113-42281-209-01 Grant Fund/Minor Apparatus and Tools/Police and 113-48860-209-01 Grant Fund/Machinery and Equipment/Police. BACKGROUND: This purchase will be made in accordance with an existing Interlocal Agreement with the Houston-Galveston Area Council (HGAC) as allowed by Texas Local Government Code, Section 271.102. Bids were taken by the Council and a contract was awarded to Motorola, Inc. The Interlocal Agreement and Cooperative Purchasing Agreement satisfy all bidding requirements under the Local Government Code. This purchase is for a Mesh Network to enhance the mobile data, Wi-Fi access and other network communications needs of the Police Mobile Command Vehicle. A copy of the quotation from Motorola is attached for review. The City applied for and received a Law Enforcement Terrorism Prevention Program grant for $40,150 in the 2007 Fiscal Year for Homeland Security funding. Award of funds were not received in the City of Grapevine until Fiscal Year 2008. The funding was requested to enhance the communication capabilities of the Grapevine Police Department Mobile Command Vehicle through the purchase of a mobile mesh network, IP telephone system, and purchase of other communications equipment should funding remain. February 12,2009(9:14AM) The City of Grapevine Emergency Management Coordinator has worked through the approval process with the State Administrative Agency who oversees grant management. Formal approval to purchase the mobile mesh network was granted in December. Working with the Technical Services Manager, a quote for the equipment was received from Motorola in January. The quote totals $24,804 and includes the contractual fee for purchase through the Houston Galveston Area Council Cooperative Purchasing contract. Additional purchases will be made using grant funding to complete the upgrades as outlined in the initial grant request. It should be noted that the grant is a reimbursement grant, whereby the City of Grapevine purchases approved equipment and then receives reimbursement from the State Administrative Agency. Staff recommends approval of the purchase of the Mesh Network equipment from Motorola, Inc. in the total amount of$24,804.
