HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL I ", BRUNO RUMBELOW, CITY MANAGER i DECEMBER 6, 2011 FY 2012 OPERATING BUDGET AMENDMENT City Council to consider an ordinance amending the FY 2012 operating budget to provide an additional 2% salary adjustment for employees. The following operating funds will be amended by the corresponding amounts: General Fund Convention & Visitors Bureau Fund Stormwater Drainage Fund Crime Control & Prevention District Fund Lake Parks Special Revenue Fund Utility Enterprise Fund Lake Enterprise (Golf) Fund Total cost of 2% salary adjustment: FUNDING SOURCE: $ 433,893 47,370 8,768 46,078 2,587 33,086 28,556 $600,338 Funds are available in undesignated fund balance account of each respective operating fund. BACKGROUND: During the final FY 12 budget meeting on August 22, staff presented survey results from Grapevine's 18 comparison cities. Final survey results at that time revealed the average increase planned by the other 18 cities was at 3 %. When the draft budget documents were prepared and sent to Council on August 10, staff budgeted an increase of 1%, based on the survey data available at that time. Consequently, at the August 22 meeting it was decided that we would re- survey the 18 cities after the start of the new fiscal year to determine the average increase that was actually implemented by those cities. December 1, 2011 (11:13AM) Survey results are in and confirm that the actual average increase given by the 18 cities for FY 12 is a total of 3 %. While a 1% increase was implemented for Grapevine employees on 10!1111 as budgeted, staff recommends that an additional 2% be implemented retroactively to October 1 to maintain a competitive salary position relative to the 18 cities for FY 12. Staff recommends approval. November 29, 2011 (4:33PM) ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AMENDING THE FISCAL YEAR 2012 (FY 2012) OPERATING BUDGET (ORDINANCE NO. 2011- 45); PROVIDING A SAVINGS CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council values the service of City employees and appreciates the need to keep the City's compensation competitive with its peer cities; and WHEREAS, a survey of eighteen (18) peer cities revealed that the City's compensation was below such peers; and WHEREAS, the City Council has determined the necessity to implement a two percent (2 %) salary adjustment for City employees to be effective October 1, 2011; and WHEREAS, all statutory and constitutional requirements for the - passage of this ordinance have been adhered to, including but not limited to the Open Meetings Act; and WHEREAS, the City Council determines that the passage of this ordinance is in the best interests of the health, safety and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That appropriation amounts for the FY 2012 budget as adopted by Ordinance No. 2011 -45 is hereby amended by the addition of the following amounts for the different funds of the City of Grapevine as follows: General Fund $433',893 Convention & Visitors Bureau Fund $ 47,370 Stormwater Drainage Fund $ 8,768 Crime Control & Prevention District Fund $ 46078 Lake Parks Special Revenue Fund $ 2,587 Utility Enterprise Fund $ 33,086 Lake Enterprise (Golf) Fund $ 28,556 Section 3. That a two percent (2 %) salary adjustment for all City employees shall be implemented effective October 1, 2011. The total cost of such adjustment is $600,338.00. Section 4: That all ordinances or any parts thereof in conflict with the terms of this ordinance shall be and hereby are deemed repealed and of no force or effect. Section 5. That if any section, subsection, sentence, clause or phrase of this ordinance shall for any reason be held to be invalid, such decision shall not affect the validity of the remaining portions of this ordinance. Section 6.. - That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its passage, and it is accordingly so ordained.
