SUBJECT: CITY COUNCIL PUBLIC HEARING — 35th YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
RECOMMENDATION:
City Council conduct a Public Hearing to receive input relative to the proposed 35th Year
Community Development Block Grant (CDBG) Program reconstruction of East Worth
Street from Ruth Street to Eckley Street and from Dooley Street to Austin Street, authorize
staff to proceed with the submittal to Tarrant County and take any necessary action.

CDBG 35th Year Funding
BACKGROUND:
The scope of the project is the reconstruction of the two blocks of East Worth Street. The
estimated cost for this project is $372,500.00.
The City was advised by HUD in early August, 2008 that we now qualify fora "Metropolitan
City" designation which is anticipated to provide us a substantial increase in our funding
level when compared to our participation with Tarrant County's Urban County program.
In September, 2008, City Council adopted a Resolution forming a Joint Administrative
Agreement between the City of Grapevine and Tarrant County for administration of the
Community Development Block Grant program for the three year program period of FY 09,
FY 10 & FY 11 under the Metropolitan City designation
We do not know the total funds that will be made available through this year's CDBG
program, but we do expect it to be significantly more than past years due to our new
designation. If CDBG funding does not meet the cost of construction after the bid opening,
the project will be reduced in scope and constructed over two years in separate packages
or the City will be able to supplement the CDBG funding to construct the entire project in
one year.
This area is located in the Original Town of Grapevine, CDBG Target Area, designated as
census tract 1137.052 in the 2000 Census.
These improvements will contribute to the upgrade of the area by providing an improved
roadway surface.
Staff recommends approval.
