SUBJECT: Resolution to Adopt the Tarrant County Mid-Cities Local
Mitigation Strategy
RECOMMENDATION:
Staff Recommends that City Council adopt a resolution identifying the Tarrant County
Mid-Cities Local Mitigation Strategy as the City of Grapevine Multi-Natural Hazard
Mitigation Plan.
BACKGROUND:
The Disaster Mitigation Act of 2000 amended the Robert T. Stafford Disaster Relief and
Emergency Assistance Act, requiring that all local jurisdictions coordinate disaster
mitigation planning and implementation efforts. The Disaster Mitigation Act of 2000
requires local jurisdictions to develop natural hazard mitigation plans which must receive
formal Federal Emergency Management Agency (FEMA) approval.
The hazard mitigation plan establishes a basis for local communities to receive cost-
shared federal pre- and post-disaster mitigation funding. Failure to adopt the plan will
result in the City of Grapevine being ineligible for pre- and post-disaster mitigation
assistance.
The City of Grapevine emergency management staff worked in conjunction with the
North Central Texas Council of Governments staff to develop the Tarrant County Mid-
Cities Local Mitigation Strategy. Data from existing plans, studies, ordinances, and other
documents were compiled to determine a comprehensive range of hazards and
vulnerabilities within the City of Grapevine. NCTCOG Staff and emergency
management staff worked in conjunction to identify previous hazard occurrences within
the city and to develop maps outlining specific vulnerability of known hazards (flooding,
dam breach).
Once hazards and vulnerabilities were appropriately identified, action items were
developed to mitigate the effects of specific hazards on the jurisdiction. The plan
identifies actions that could be taken to mitigate the hazard or to lessen the vulnerability
to a specific hazard should funding become available. Within the City of Grapevine
actions identified included: updating and maintaining the outdoor warning siren system;

encouraging property owners to participate in the National Flood Insurance program;
development of a comprehensive public education program for presentation to civic
groups; and completion of a cost benefit study for retrofitting critical facilities against hail
and high winds.
The emergency management coordinators from Grapevine and Haltom City as well as
NCTCOG staff worked throughout the summer and fall of 2008 to achieve FEMA
conditional approval of the Tarrant County Mid-Cities Local Mitigation Strategy.
Conditional approval of the plan was granted by FEMA; the plan will not be fully
approved and recognized by FEMA without council adoption of a resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, ADOPTING THE TARRANT
COUNTY MID-CITIES LOCAL MITIGATION STRATEGY
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas, with the assistance of the North
Central Texas Council of Governments has gathered information and prepared the
Tarrant County Mid-Cities Local Mitigation Strategy; and
WHEREAS, the Tarrant County Mid-Cities Local Mitigation Strategy has been
prepared in accordance with Federal Emergency Management Agency requirements at
44 CFR 201.6; and
WHEREAS, the City of Grapevine, Texas, is a local unity of government that has
afforded the citizens an opportunity to commend and provide input in the Plan and the
action in the Plan; and
WHEREAS, the City Council of the City of Grapevine, Texas, has reviewed the
Plan and affirms that the Plan will be updated in accordance to the Plan maintenance
process described.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City Council of the City of Grapevine, Texas, adopts the
Tarrant County Mid-Cities Local Mitigation Strategy as the jurisdiction's Multi-Natural
Hazard Mitigation Plan, and resolves to execute the actions in the Plan subject to
available funding.
Section 2. That this resolution shall take effect from and after the date of its
passage.
