HomeMy WebLinkAboutItem 09 - Surplus EquipmentE MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: DECEMBER 6, 2011 SUBJECT: APPROVAL OF A RESOLUTION TWO SURPLUS CHEVROLET SURPLUS POLICE EQUIPMENT TEXAS POLICE DEPARTMENT. RECOMMENDATION: FOR THE DONATION OF TAHOES AND OTHER TO THE CITY OF LYFORD, City Council to consider a resolution for the donation of one surplus 2005 Chevrolet Tahoe #92105 and one surplus 2006 Chevrolet Tahoe #92175 and other miscellaneous police surplus equipment to the City of Lyford, Texas Police Department. BACKGROUND: The City of Lyford is a small rural community in the Rio Grande Valley of South Texas, located on Highway 77, approximately 30 miles from the border with Mexico. The City has recently started a police department and has reached out to other police departments to help them with any surplus equipment that municipalities can afford to donate. They are situated on a major drug corridor and their police department can be expected to encounter serious violators on a regular basis. This surplus equipment has exceeded its life expectancy and is no longer used by our police department; however, it can still be of service to an agency that has no equipment. This equipment will greatly enhance their effectiveness and enable them to provide better service to their community. Unit #92105, a 2005 Chevrolet Tahoe has been in service for five years and two months. It was replaced in the fleet at the end of the FY2011 budget year. The unit has 129,000 miles and would be expected to sell at auction for $2,500 to $4,000. The police equipment on the vehicle (seats, panels, light bar, etc) would sell for $100 to $200. Unit #92175, a 2006 Chevrolet Tahoe has been in service for five years and eight months. It was also replaced in the fleet at the end of the FY2011 budget year. The unit has 136,667 miles and would be expected to sell at auction for $2,500 to $4,000. The police equipment on the vehicle would sell for $100 to $200. Additional surplus equipment available for donation would not be auctioned after use by the police department. This equipment is usually destroyed or some may possibly be held for donation to our Sister City. The surplus equipment is listed below. (2) Overhead police emergency lights (4) Body armor (3) Rain coats (1) Traffic vest (2) Nylon gun belts with holsters, and radio, baton, flashlight, OC spray holders (1) Remington 870 shotgun (2) SL20 flashlights with batteries and chargers (2) Stinger flashlights with batteries and chargers (1) Pair of leg shackles (2) Fingerprint Kits Staff recommends approval. BR/es RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY SURPLUS; PROVIDING FOR THE DONATION OF SAID PROPERTY TO THE CITY OF LYFORD, TEXAS AND PROVIDING AN EFFECTIVE DATE WHEREAS, it has been determined that the City of Grapevine is in possession of surplus property of Chevrolet Tahoes and equipment; and WHEREAS, these items have exceeded their life expectancy and are no longer used by the police department; and WHEREAS, these items would greatly enhance the effectiveness of another city's police department and enable them to better service their community. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble of this resolution are true and correct and are hereby incorporated into the body of this resolution as if copied in their entirety. Section 2. That the following items are declared surplus and are donated to the City of Lyford, Texas Police Department: (2) Chevrolet Tahoes (2) Overhead police emergency lights (4) Body armor (3) Rain coats (1) Traffic vest (2) Nylon gun belts with holsters, and radio, baton, flashlight, OC spray holders (1) Remington 870 shotgun (2) SL20 flashlights with batteries and chargers (2) Stinger flashlights with batteries and chargers (1) Pair of leg shackles (2) Fingerprint Kits Section 3. That the City Manager, or his designee, is authorized to make the above items available to the City of Lyford, Texas Police Department. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 6th day of December, 2011.
