SUBJECT: APPROVAL TO RENEW A SOLE SOURCE CONTRACT FOR
THE PURCHASE OF BASEBALL FIELD MATERIAL
RECOMMENDATION:
City Council to consider renewal of an annual contract to MasterTurf Products and
Services, Inc. a sole source provider for infield soil turf mixture and conditioner that
establishes fixed annual pricing. Total annual expenditures will not exceed the budgeted
amount of$30,000.
FUNDING SOURCE:
Funds are available in account 100-43355-312-3 General Fund/Recreation Facilities
Maintenance/Parks Maintenance.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A).
This request is to establish fixed annual pricing for the purchase of infield soil turf mixture
and conditioner at the City baseball fields. The type of material recommended was tested
on baseball fields in 2007/08. The material tested very well and all fields were not closed at
any time during the spring and summer rains.
The material will be ordered on an as-needed basis to recondition the baseball and softball
fields and replace the infield material. MasterTurf Products and Services, Inc. provided this
service in the past with satisfactory results.
MasterTurf Products and Services, Inc. is the sole provider of the infield material and this
product cannot be purchased through competitive bidding.Attached is the company's sole
source letter.
Staff recommends approval to renew an annual contract with MasterTurf Products and
Services, Inc. to provide infield turf mixture and conditioner on an as-needed basis.
