SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
PUMPS AT THE HILTON LIFT STATION FROM ITT WATER
AND WASTEWATER AND CONSIDER THEM A SOLE SOURCE
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of two Flygt lift station
pumps for use at the Hilton Lift Station from a sole source vendor, ITT Water and
Wastewater. The total cost of this purchase is not to exceed $99,882.
FUNDING SOURCE:
Funding for this purchase is currently available in account 200 - 43370 -534 -0 {Utility
Enterprise Fund/ Permanent Capital Maintenance/Waste Water Treatment Infrastructure
Maintenance} in the amount of $99,882.
BACKGROUND:
The Hilton Lift Station has been in operation for over 20 years serving the northeast
section of town including the hotels, Grapevine Mills Mall and numerous restaurants.
The station utilizes four pumps to meet the pumping demands for the area. Two of the
four pumps are the original pumps which we have managed to nurture along with proper
care and maintenance. However, they now have met their useful life span.
Replacement of these two pumps is needed to insure continued operation of the station
meeting the pumping demands of the area.
This station was designed around Flygt pumps and systems and is compatible with new
Flygt pumps for a direct replacement. Replacing the pumps with Flygt pumps will insure
proper operation and require no engineering services. Staff will be able to perform the
replacement in -house since all the conditions will be exactly the same as the existing
pumps.
ITT Water and Wastewater is the sole distributor for Flygt Submersible Pumps and
Mixers and the sole provider of factory authorized parts and service for these products in
the North Texas area.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE ITT
WATER AND WASTEWATER A SOLE SOURCE PROVIDER
FOR FLYGT PUMPS AND PURCHASE TWO PUMPS FOR
THE HILTON 1 STATION AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas (City) is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, ITT Water and Wastewater is the sole distributor of Flygt pumps and
sole provider of factory authorized parts and service of the products for North Texas; and
WHEREAS, the City's Wastewater Department has a need to replace two pumps
that have met their useful life span.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to declare ITT Water and Wastewater a sole source and purchase two Flygt
pumps in the total annual amount of $99,882.00.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 6th day of December, 2011.
