SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
DOWNTOWN ROOFTOP LIGHTING
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of downtown rooftop
lighting from Inception Lighting, a sole source supplier.
FUNDING SOURCE:
Funding for this purchase is currently available in the Quality of Life Fund from Christmas
Decorations account 121-42281-312-08-000001 for an amount not to exceed
$108,967.25.
BACKGROUND:
This sole source purchase will be made in accordance with the Local Government Code
Chapter 252, Subchapter B, Section 252.022(a)(7)(A) per the specifications written by the
Parks and Recreation Department.
This purchase replaces the current C-9 rooftop lights on the downtown skyline from 100 S.
Main Street to the Depot District. The project was part of the Christmas decoration phasing
plan presented to the City Council at the April 1, 2014 Workshop. The RGB Color -
Changing LED lights were first tested on the Wallis Hotel with great results. The new lights
will allow the downtown to shine with a different light theme and change according to the
season.

RESOLUTION NO.
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a) (7) to purchase said lighting on a sole
source basis; and
WHEREAS, the sole source purchase is due to custom design requirements by
the City; and
WHEREAS, all legal prerequisites for the adoption of this resolution have been
met, including but not limited to the Local Government Code and the Open Meetings Act;
and
WHEREAS, the City Council hereby declares that the approval of this resolution is
in the best interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct
and are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the sole
source purchase of downtown rooftop lighting from Inception Lighting for an amount not
to exceed $108,967.25.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of downtown rooftop lighting from Inception
Lighting for the City's Parks and Recreation Department.
Section 4. That this resolution shall take effect from and after the date of its
passage.
