SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT TO
PROVIDE CURB AND GUTTER CONCRETE CONSTRUCTION
SERVICES
RECOMMENDATION:
City Council to consider approval to renew an annual contract for curb and gutter
concrete construction services to be ordered on an as-needed basis from Manning
Concrete. Annual expenditures will be limited to the budgeted amount for this service.
FUNDING SOURCE:
Funds are available in account 174-43301-090-000 Street Maintenance/Capital
Replacement/Transportation Infrastructure Maintenance.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort
Worth Star Telegram on October 12, 2006 and October 19, 2006. Bids were issued to
13 vendors with seven vendors responding. Council first approved this contract to
Manning Concrete and R.E.C. General Contractors at the City Council meeting on
November 21, 2006.
The purpose of this bid is to establish fixed annual pricing for curb and gutter concrete
construction services ordered on an as-needed basis by the Traffic Division.
The specifications of this bid requested fixed pricing for construction of various footage
configurations for 6" curbs with 18" gutters, as well as removal of the old curbs and
gutters.
The bid specifications allowed for an initial one-year contract with four one-year options
to renew. If approved, this would be the second renewal. Council approved the first year
renewal of this contract on December 4, 2007 to Manning Concrete as primary vendor
and R.E.C. General Contractors as secondary vendor. Currently R.E.C. General
Contractors is no longer in business.

Specifications of the contract allowed for price adjustments to be considered at each
renewal period. Due to the increase cost of fuel and materials Manning Concrete is
asking for a 10% increase in pricing (See attached paperwork). Manning Concrete has
provided this service in the past with satisfactory results.
Staff recommends approval of renewing the contract to Manning Concrete as primary
vendor for curb and gutter concrete construction services that will establish a fixed
pricing contract for an additional one-year period.
