HomeMy WebLinkAboutItem 06 - Gaylord Texan ITEM lit 6 MEMO TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS fi FROM: BRUNO RUMBELOW, CITY MANAGER ' ` R AC -j SCOTT WILLIAMS, DEVELOPMENT SERVICES DIRECTOR MEETING DATE: DECEMBER 2, 2008 SUBJECT: CONDITIONAL USE REQUEST CU08-17 RELATIVE TO CONDITIONS FOR USE OF THE LARGE EVENT PAD SITE AT THE GAYLORD TEXAN HOTEL AND CONVENTION CENTER RECOMMENDATION: Staff recommends the Council consider the attached conditions relative to the use of the large event pad site at the Gaylord Texan Hotel and Convention Center and take any action necessary. BACKGROUND INFORMATION: Council considered and approved Conditional Use request CU08-17 at the September 16, 2008 meeting relative to the addition of the resort pool complex, food and beverage pavilion and event pad sites at the Gaylord Texan Hotel. However, Council expressed some concerns as to the conditions of use for the large event pad site other than the ICE! exhibit that the hotel provides annually during the Christmas season. Council stipulated that for uses other than the ICE! exhibit, a temporary use permit be required for all other events on the large pad site and that representatives of the Gaylord Hotel provide a set of conditions designating how the pad site will be utilized. To that end, Staff has worked with Gaylord to develop the attached list of stipulations. Council may wish to discuss additional requirements that would further reduce the impact on the surrounding residential neighborhoods. • O:1ZCU\CU08-17.41.doc 11/24/08 1:37 PM 1 CRITERIA GAYLORD TEXAN EVENT PAD (Large pad close to southern property line/14,000 square foot) 1. ICE! Event will be held in this location annually 2. When ICE! is not onsite: A. This area will be used to hold other events including, but not limited to breakfast, lunch, dinner or cocktail receptions. General parameters for these events are as follows: (1) All events in this area would be controlled by the resort. (2) Events may be held with or without a tent. (3) Event hours will be 7:00 a.m. to 10:00 p.m. (4) Recorded or live entertainment may be used between the hours of 8:00 a.m. and 10:00 p.m. a. Amplified music - speakers shall be turned away from the residential neighborhood. (5) Entertainment will meet sound ordinances. a. Leg Sound Level, dBA, Limits for Continuous Sound Sources: Daytime (7:00 a.m. - 10:00 p.m.) 59 dBA - Night Time (10:00 p.m. - 7:00 a.m.) 52 dBA (6) Lighting will be designed to meet ordinances a. Reduce light levels at ground level of all property lines of the subject property to the following levels based on the zoning of the adjacent properties: Single Family - 0.2 footcandles Multiple-family - 0.5 footcandles Non-residential districts, streets - 3.0 footcandles Industrial districts - 5.0 footcandles (7) Event sizes will vary; but the maximum capacity will not exceed 2,000/standing or 933/sitting. (8) A temporary use permit shall be obtained from the City of Grapevine for all formally booked events on the large event pad when ICE! is not onsite. (9) All parking shall be in designated parking areas existing on the property. No parking will be allowed within the outdoor event area and patrons will not be allowed to enter the event area from outside of Gaylord property. B. When not reserved for private events, the area would be used as a general walking and sitting area for resort pool guests due to the proximity to the pool. 3. These criteria are valid for one year and are subject to reconsideration by City Council one year from the date of approval.
