HomeMy WebLinkAbout2022-11-14 Regular MeetingCITY OF GRAPEVINE, TEXAS RMA *���� BUILDING BOARD OF APPEALS MEETING MINUTES MONDAY, NOVEMBER 14, 2022 : )TE, X GRAPEVINE CITY HALL, COUNCIL CHAMBERS 200 SOUTH MAIN STREET GRAPEVINE, TEXAS 76051 6:00 p.m. Briefing Session — Planning and Zoning Commission Conference Room 6:15 p.m. Public Hearing — City Council Chambers The Building Board of Appeals for the City of Grapevine, Texas, met on Monday evening, November 14, 2022, at 6:00 P.M. in the Planning and Zoning Conference Room, 2"d Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the following members present to wit: Joe Lipscomb Jerrold Sklar Shea Kirkman Denise Vianco Gabe Griess Robert Rainwater Gary Kemp Chairman Vice -Chairman Member Member Member Member Member Constituting a quorum with Building Official Don Dixson absent. Also present was City Council Representative Leon Leal and the following City Staff: Sarah Walsh Assistant City Attorney Larry Gray Assistant Building Official Connie Cook Building Services Assistant CALL TO ORDER: Chairman Joe Lipscomb called the Briefing Session of the Building Board of Appeals to order at approximately 6:00 P.M. 1. Roll Call BRIEFING SESSION: — Planning and Zoning Commission Conference Room. 2. Building Board of Appeals to conduct a briefing session to discuss items scheduled to be heard in the November 14, 2022 public hearing. Assistant Building Official, Larry Gray presented the recommendations to Chapter 7 of the Grapevine Code of Ordinances, Buildings and Construction, relating to the adoption of the 2021 International Building Code, the 2020 National Electric Code, the 2021 International Residential Code, the 2021 International Mechanical Code, the 2021 International Plumbing Code, the 2021 International Fuel Gas Code, adopting by reference the 2018 International Swimming Pool and Spa Code adopted by the State of Texas for consideration to be forwarded to City Council. ADJOURNMENT OF BRIEFING SESSION With no further discussion, the meeting was adjourned at approximately 6:30 P.M. PUBLIC HEARING: City Council Chambers. Chairman Joe Lipscomb called the Public Hearing of the Building Board of Appeals to order at approximately 6:30 P.M. 3. Call to Order 4. Roll Call CITIZEN COMMENTS 5. There was no one wishing to speak during citizen comments. NEW BUSINESS 6. Building Board of Appeals to conduct a public hearing relative to Case BBA22-02 for the consideration of the adoption of amendments to Chapter 7 of the Grapevine Code of Ordinances, Buildings and Construction, relating to the adoption of the 2021 International Building Code, the 2020 National Electric Code, the 2021 International Residential Code, the 2021 International Mechanical Code, the 2021 International Plumbing Code, the 2021 International Fuel Gas Code, adopting by reference the 2018 International Swimming Pool and Spa Code adopted by the State of Texas. Assistant Building Official Larry Gray addressed the Board; he stated that they were requesting the Board forward to City Council a recommendation for the adoption of amendments to Chapter 7 of the Grapevine Code of Ordinances, Buildings and Construction, relating to the adoption of the 2021 International Building Code, the 2020 National Electric Code, the 2021 International Residential Code, the 2021 International Mechanical Code, the 2021 International Plumbing Code, the 2021 International Fuel Gas Code, adopting by reference the 2018 International Swimming Pool and Spa Code adopted by the State of Texas. Robert Rainwater asked Mr. Gray if City Council were able to amend portions of the proposed code changes and fee schedule, Council Representative Leon Leal stated that City Council were allowed to approve one or the other as a whole or partial. With no further questions for Assistant Building Official, Larry Gray or Council Representative Leon Leal and no additional speakers, Gabe Griess made a motion to close the public hearing. Robert Rainwater seconded the motion which prevailed by the following vote: 2 Ayes: Lipscomb, Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp Nays: None Abstain: None Absent: None Robert Rainwater made a motion to forward to the City Council a recommendation for the adoption of Chapter 7 of the Grapevine Code of Ordinances, Buildings and Construction, relating to the adoption of the 2021 International Building Code, the 2020 National Electric Code, the 2021 International Residential Code, the 2021 International Mechanical Code, the 2021 International Plumbing Code, the 2021 International Fuel Gas Code, adopting by reference the 2018 International Swimming Pool and Spa Code adopted by the State of Texas. Gary Kemp seconded the motion, which prevailed by the following vote: Ayes: Lipscomb, Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp Nays: None Abstain: None Absent: None 7. Building Board of Appeals to consider the minutes of the October 10, 2022 meeting and take any necessary action. Next the Building Board of Appeals to consider the minutes of the October 10, 2022 meeting. Shea Kirkman made a motion to accept the minutes of the October 10, 2022, Briefing Session and Public Hearing. Gabe Griess seconded the motion which prevailed by the following vote: Ayes: Lipscomb, Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp Nays: None Abstain: None Absent: None ADJOURNMENT With no further discussion, Robert Rainwater made a motion to adjourn. Gary Kemp seconded the motion, which prevailed by the following vote: Ayes: Lipscomb, Sklar, Kirkman, Rainwater, Vianco, Griess, Kemp Nays: None Abstain: None Absent: None The meeting was adjourned at approximately 6:38 P.M.
