HomeMy WebLinkAboutItem 12 - Fitness EquipmentAR MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER V02— MEETING DATE: JANUARY 15, 2013 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF FITNESS EQUIPMENT RECOMMENDATION: City Council to consider approval of a resolution for the purchase of fitness equipment from FITCO for the Community Activities Center through an Interlocal Participation Agreement with The Local Government Purchasing Cooperative (BuyBoard). FUNDING SOURCE: Funding for this purchase is currently available in account 174- 74015 -069 (Street Maintenance /Capital ReplacementlFitness Equipment Replacement) for the amount not to exceed $37,840.05. BACKGROUND: This purchase will be made in accordance with an existing Interlocal Participation Agreement with The Local Government Purchasing Cooperative (BuyBoard) as allowed by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program. Bids were taken by the cooperative and a contract was awarded to FITCO. Parks and Recreation staff reviewed the contract for specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. The Cooperative Purchasing Agreement satisfies all bidding requirements under the Texas Local Government Code. Each year the Community Activities Center replaces one third of the cardiovascular equipment in the CAC fitness room. This allows the CAC to keep all of its cardiovascular equipment under warranty and provide its members with the most up -to -date equipment on the market. It also helps to drastically reduce the CAC maintenance budget as commercial cardiovascular equipment only has a three year life expectancy in a high traffic environment. Staff recommends approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE FITNESS EQUIPMENT THROUGH AN ESTABLISHED INTERLOCAL PARTICIPATION AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program with other qualified entities in the State of Texas, and WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation Agreement with The Local Government Purchasing Cooperative (BuyBoard) and wishes to use established contracts meeting all State of Texas bidding requirements; and WHEREAS, The Local Government Purchasing Cooperative (BuyBoard) has established a contract with FITCO, contract #336 -10, Fitness Equipment; and WHEREAS, the City of Grapevine Parks and Recreation Department has a need to replace various fitness equipment at the Community Activities Center. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of fitness equipment from FITCO through an Interlocal Participation Agreement with The Local Government Purchasing Cooperative (BuyBoard) for an amount not to exceed $37,840.05. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said products and services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 15th day of January, 2013.
