MEETING DATE: JANUARY 15, 2013 SUBJECT: IMPACT FEE COMMITTEE APPOINTMENT RECOMMENDATION: City Council consider appointing Mr. Dennis Luers to the five member Impact Fee Advisory Committee, and take any necessary action. BACKGROUND: The current committee is comprised of Mr. Chris Leighton, Mr. Tim Lancaster, Ms. Neva Frymire, Mr. Bob Meyers and a vacant position due to the passing of Kathee Livengood. The advisory committee performs the following duties: • Advise and assist the City in adopting land use assumptions • Review the capital improvements plan and file written comments • Monitor and evaluate implementation of the capital improvements plan • File semiannual reports with respect to the progress of the capital improvements plan and report to the City any perceived inequities in implementing the plan or imposing the impact fee • Advise the City of the need to update or revise the land use assumptions, capital improvements plan and impact fee. The State Impact Fee Legislation requires that at least two (40 %) of the committee members be representatives of the real estate, development or building industries. We have typically maintained three members serving in this capacity, Mr. Leighton, Mr. Lancaster and Ms. Livengood. Mr. Luers has served on this committee in the past until a family illness necessitated his resignation. With Ms Livengood's passing, we have approached Mr. Luers about again serving on the committee to maintain our committee mix. Mr. Luers, who is employed in the real estate business, has agreed to serve. Staff has reviewed the nomination of Mr. Luers with Councilmen Coy and Stewart. Both have expressed their support of the nomination. Staff recommends approval. January 10, 2013 (9:24AM)
