APPROVAL OF A RESOLUTION FOR A SOLE SOURCE
PURCHASE OF FIRE RESCUE EQUIPMENT FOR THE FIRE
DEPARTMENT
City Council consider approval of a resolution authorizing the sole source purchase of
Holmatro rescue equipment from Metro Fire Apparatus Specialties, Inc. for the Fire
Department.
FUNDING SOURCE:
Funding for this purchase is currently available in account 100 -48860 -210 -3 (Machinery
& Equipment) for $26,560.00.
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a)(7)(d).
The City of Grapevine Fire Department has rescue equipment that is currently
approaching 13 years old. With new technology used in automobiles, the current tools
will not cut some metals. The purchase will ensure that we have one set of tools to
combat this new challenge.
This is a sole source purchase because all other hydraulic rescue tools in the
department are Holmatro and issues of familiarization, compatibility, training,
maintenance and safety are affected if other equipment is introduced. Metro Fire
Apparatus Specialties, Inc. is the sole distributor in Texas for Holmatro rescue tools.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO APPROVE THE
SOLE SOURCE PURCHASE OF FIRE RESCUE EQUIPMENT
AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022. General Exemptions (a)(7)(d) to purchase said equipment on a
sole source basis; and
WHEREAS, the sole source purchase is necessary because the Holmatro Rescue
Equipment is used throughout the department and needs to be integrated with all other
Holmatro equipment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the sole
source purchase from Metro Fire Apparatus Specialties, Inc. for Holmatro Rescue
Equipment at a cost of $26,560.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said fire rescue equipment.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 20th day of August, 2012.
