HomeMy WebLinkAboutItem 13 - Law Enforcement UniformsFROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: AUGUST 20, 2013 SUBJECT: APPROVAL OF A RESOLUTION FOR AN ANNUAL CONTRAC I FOR THE PURCHASE OF LAW ENFORCEMENT UNIFORMS THROUGH AN INTERLOCAL COOPERATIVE AGREEMENI WITH THE CITY • FRISCO City Council to consider approval of a resolution for an annual contract for law enforcement uniforms from Red the Uniform Tailor through an Interlocal Cooperative Agreement with the City of Frisco, Texas. Funds for this purchase are available in account 117-42220-209-2 (Clothing Supplies Account) in an annual estimated amount of $100,000.00. Purchases will be made as required and in accordance with an Interlocal Cooperative Purchasing Agreement with the City of Frisco as allowed by the Interlocal Cooperation Act, Texas Government Code, Chapter 791 and Texas Local Government Code, Section 271.101 and 271.102 and satisfies all bidding requirements. The City of Frisco solicited bids as a lead agency representing themselves and eight cities that included Grapevine on best value Bid #1306-061, Cooperative Bid for Law Enforcement Uniforms. Three bids were submitted and based on the best value criteria; Red the Uniform Tailor was awarded the contract by the Frisco City Council on August 6, 2013. The term of the contract is for one year with four optional one year renewals. The Police Department and Purchasing reviewed the contract for specification compliance and pricing and determined that this annual contract would provide the best product, service and pricing for meeting the needs of the City. The Interlocal Contract for Cooperative Purchasing satisfies all bidding requirements under the Texas Local Government Code. Staff recommends approval. July 25, 2013 (1:06:00 PM) RESOLUTION NO. UPI Fog.tn,� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE LAW ENFORCEMENT UNIFORMS THROUGH AN ESTABLISHED INTERLOCAL PARTICIPATION AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, Tarrant County, Texas is a qualified entity as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has established an Interlocal Agreement with the City of Frisco, Texas and wishes to utilize a new contract for law enforcement uniforms meeting all State of Texas bidding requirements; and WHEREAS, the City of Frisco, Texas has established a contract as a lead agency with Red the Uniform Tailor under contract number Bid 1306 -061 for law enforcement uniforms; and WHEREAS, the City of Grapevine, Texas has a need for an annual contract for law enforcement uniforms. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of law enforcement uniforms as an annual contract with four optional one year renewals through an Interlocal Cooperative Purchasing Agreement with the City of Frisco, Texas. Section 3. That the City Council of the City of Grapevine authorizes the purchase of law enforcement uniforms for the Police Department from Red the Uniform Tailor for an estimated annual amount of $100,000.00. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 20th day of August, 2013.
