HomeMy WebLinkAboutItem 14 - Medical Control ServicesMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER _ MEETING DATE: JANUARY 19, 2016 SUBJECT: APPROVAL OF A RESOLUTION FOR A PROFESSIONAL SERVICES CONTRACT FOR MEDICAL CONTROL SERVICES RECOMMENDATION: City Council to consider approval of a resolution for a professional services contract for medical control services from BEST EMS. FUNDING SOURCE: Funding for this purchase is currently available in account 100-44530-210-1 (EMS Professional Fees) in the amount of $23,760.00. :* me-jae-11ma This is a renewal of a contract with BEST EMS for medical control services for the fire department. BEST EMS has a close affiliation with Baylor Scott & White Medical Center at Grapevine which allows on -duty Baylor Scott & White Emergency Department physicians to provide 24 hours a day medical guidance to Grapevine Fire Department paramedics by phone and in person. The fire department has utilized BEST EMS for the past year and has developed a great working relationship with Dr. Justin Northeim the principle contact with BEST EMS who is an emergency department physician at Baylor Scott & White Medical Center at Grapevine. BEST EMS currently provides medical control services to seven local fire departments including Carrollton, Euless, McKinney, Double Oak, Argyle, Trophy Club, and Collin County EMS. This contract includes four optional, one-year renewals. This procurement will be made in accordance with Local Government Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a)(4), professional services. Staff recommends approval. SG/BS RESOLUTION NO. /yJED®cAc- NO —iLL A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO APPROVE A PROFESSIONAL SERVICES CONTRACT FOR MEDICAL CONTROL SERVICES AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by Texas Local Government Code Chapter 252, Subchapter B, Section 252.022. General Exemptions (a)(4) to contract for medical control services as a professional service; and WHEREAS, the City of Grapevine, Texas has a need for medical control services for the Fire Department; and WHEREAS, all legal prerequisites for the adoption of this resolution have been met, including but not limited to the Local Government Code and the Open Meetings Act; and WHEREAS, the City Council hereby declares that the approval of this resolution is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the annual professional services contract, with four optional one-year renewals, for medical control services from BEST EMS for the Fire Department for an amount not to exceed $23,760.00. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate the contract for medical control services. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 19th day of January, 2016.
