AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AMENDING THE GRAPEVINE CODE
OF ORDINANCES BY AMENDING CHAPTER 23 TRAFFIC,
ARTICLE V RELATIVE TO PARKING; AUTHORIZING THE
ERECTION OF TRAFFIC REGULATION SIGNS; REPEALING
CONFLICTING ORDINANCES; PROVIDING A PENALTY OF
FINE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200.00) FOR EACH OFFENSE AND A
SEPARATE OFFENSE SHALL BE DEEMED COMMITTED
EACH DAY DURING OR ON WHICH AN OFFENSE OCCURS
OR CONTINUES; PROVIDING A SEVERABILITY CLAUSE;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS:
Section 1. That Chapter 23 Traffic, Section 23 -60, Parallel Parking of the
Grapevine Code of Ordinances is hereby amended by deleting the following:
"(b) Parallel parking is permitted or prohibited on the following streets or portions of
streets as indicated:
East Franklin Street, north side, between Main Street and Jenkins Street, parallel
parking only. (Res. No. 55, § 5(A), 12 -6 -55)
West Worth Street, north side, between South Main Street and Barton Street,
parallel parking permitted for a two -hour period between 8:00 a.m. and 6:00 p.m.
(Res. No. 72 -24, § 1(1), 8- 15 -72)
West Worth Street, south side, between South Main Street and Barton Street,
parallel parking permitted for a two -hour period between 8:00 a.m. and 6:00 p.m.
(Res. No. 72 -24, § 1(2),3-15-72)
State Highway 114, north side, between North Starnes Street and the alley just west
of North Main Street, parallel parking prohibited on the right -of -way. (Res. No. 57 -6,
§ 3, 7- 2 -57)"
Section 2. That Chapter 23 Traffic, Section 23 -61, Angle Parking of the
Grapevine Code of Ordinances is hereby amended by adding the following:
"Austin Street, east side, angle parking permitted between Cannon Street and
Franklin Street.
Church Street, west side, angle parking permitted between 115 feet south of Worth
Street and 330 feet south of Worth Street.
College Street, both sides, angle parking permitted between Main Street and 150
feet west of Main Street.
Hudgins Street, south side, angle parking permitted between Main Street and 425
feet east of Main Street.
Jenkins Street, west side, angle parking permitted, between Northwest Highway and
Texas Street.
Main Street, west side, angle parking permitted between 85 feet south of Franklin
Street and 190 feet south of Franklin Street.
Scribner Street, west side, angle parking permitted between College Street and the
north terminus of Scribner Street.
Worth Street, south side, angle parking permitted between 90 feet west of Wood
Street and 125 feet west of Ruth Street."
Section 3. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by deleting the following:
"Anderson- Gibson Road (County Road 3044), no parking both sides, beginning
1,274.9 feet west of its intersection with State Highway 26 and extending west a
distance of 50.00 feet; thence north a distance of 336.00 feet. (Ord. No. 84 -08, § 2,

Barton Street, east side, no parking from Northwest Highway south to West Wall
Street. (Ord. No. 94 -75, § 1, 9- 20 -94)
Dallas Road, south side, no parking beginning at a point on the west right -of -way
line of Minters Chapel Road west along the south right -of -way line of Dallas Road a

Dallas Road, south side, no parking between Bellaire Drive and Church Street. (Ord.

Beginning at the intersection of the centerline of Pool Road (Station 302,
State Department of Highways and Public Transportation) and the centerline
of State Highway 26; thence northeasterly along said State Highway 26 a
distance of 5,974 feet to a point (Station 361 + 74, State Department of
Highways and Public Transportation); thence northeasterly, perpendicular to
the centerline of said State Highway 26 to the easterly right -of -way of said
State Highway 26; thence southwest along the easterly right -of -way of State
Highway 26 to its intersection with the centerline of Pool Road; thence
northwesterly along the centerline of Pool Road to its intersection with the

Section 4. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted

Ordinances is hereby amended by adding the following:

"Northwest Highway, both sides, no parking from State Highway 114 to Ruth Wall
Road.
State Highway 26, both sides, no parking in its entirety."
Section 5. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by changing "East Wall Street" to "West Wall Street" in the
following reference:
Barton Street, west side, no parking from East Wall Street, south, 110 feet. (Ord.
No. 80 -52, § 1, 10 -7 -80)
Section 6. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by changing "Capitol Drive" to "Capitol Street" in the
following reference:
Capitol Drive, north and south sides, no parking, from Municipal Way to Trinity
Parkway. (Ord. No. 97 -19, § 2, 3 -4 -97; Ord. No. 2002 -52, § 2, 7- 16 -02)
Section 7. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by changing "Loop 382" to "Texan Trail" in the following
reference:
Dallas Road, north and south sides, no parking from Loop 382 to William D. Tate

Section 8. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by changing "Bethel Road" to "Bass Pro Drive" in the
following reference:
Enchanted Way, both sides, no parking, from Bethel Road to Genesis Way. (Ord.

Section 9. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by changing "State Highway 114" to "Colleyville City Limits"
in the following reference:
Ira E. Woods Avenue north and south sides, no parking from William D. Tate
Avenue to State Highway 114. (Ord. No. 93 -05, § 1, 2 -2 -93)

Section 10. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by deleting the following:
"Murrell Road, east and west sides between its north intersection with Oak Grove
Park Road #1 and its south intersection with Oak Grove Park Road #1, no parking
any time. (Ord. No. 94 -45, § 1, 6- 7 -94)"
and adding the following:
"Darren G. Medlin Trail, both sides, no parking from Oak Grove Loop North to Oak
Grove Loop South."
Section 11. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by deleting the following:
"Nolen Drive, east and west sides, no parking, from Grapevine /Southlake City Limit
line (Continental Drive intersection) north approximately 1500 feet to the terminus of
the cul -de -sac. (Ord. No. 97 -02, § 1, 1 -7 -97; Ord. No. 2002 -52, § 2, 7- 16 -02)"
and adding the following:
"Nolen Drive, east and west sides, no parking in its entirety."
Section 12. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by changing "Dunn Court" to "Dunn Street" in the following
reference:
North Dooley Street, northbound between Northwest Highway and Dunn Court, no

Section 13. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by changing "Wildwood Avenue" to "Wildwood Lane" in the
following reference:
North Dooley Street, southbound between Wildwood Avenue and Northwest

Section 14. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
- Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by deleting the following:

"South Main Street, east side, no parking between Vine Street and State Highway
114 Access Road. (Ord. No. 86 -65, § 3A, 10- 7 -86)"
and adding the following:
"South Main Street, both sides, no parking between Hudgins Street and State
Highway 114 Access Road."
Section 15. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by changing "State Highway 360 northbound service road"
to "Mustang Drive" in the following reference:
Stone Myers Parkway, both sides, no parking, no standing, no stopping, from State
Highway 360 northbound service road to the State Highway 121 southbound service
road. (Ord. No. 99 -153, § 1, 10- 19 -99; Ord. No. 2002 -52, § 2, 7- 16 -02)
Section 16. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by changing "Ruth Wall Street" to "Ruth Wall Road" in the
following reference:
Turner Road, north side, no parking between Ruth Wall Street and a point 1,150
feet west. (Ord. No. 90 -01, § 1, 1 -2 -90)
Section 17. That Chapter 23 Traffic, Section 23 -63, No Parking Zones; Restricted
Parking Zones; No Standing Zones; No Stopping Zones of the Grapevine Code of
Ordinances is hereby amended by deleting the word "truck" in the following reference:
Vine Street, both sides, no truck parking between South Main Street and Airline
Drive. (Ord. No. 86 -65, § 313, 10 -7 -86)
Section 18. That the City Manager, or his designee, is hereby authorized to have
the proper traffic signs erected, constructed, and placed at such points along said
highways, streets or alleys, or portions hereof under construction, maintenance or repair so
that travelers will be reasonably notified of said traffic regulations.
Section 19. That all ordinances or any parts thereof in conflict with the terms of this
ordinance shall be and hereby are deemed repealed and of no force or effect; provided,
however, that the ordinance or ordinances under which the cases currently filed and
pending in the Municipal Court of the City of Grapevine, Texas, shall be deemed repealed
only when all such cases filed and pending under such ordinance or ordinances have been
disposed of by a final conviction or a finding not guilty or polo contendere, or dismissal.
Section 20. That any person violating any of the provisions of this ordinance shall
be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum

not to exceed Two Hundred Dollars ($200.00) and a separate offense shall be deemed
committed upon each day during or on which a violation occurs or continues.
Section 21. That if any section, article, paragraph, sentence, clause, phrase or
word in this ordinance, or application thereto any person or circumstances is held invalid or
unconstitutional by a Court of competent jurisdiction, such holding shall not affect the
validity of the remaining portions of this ordinance; and the City Council hereby declares it
would have passed such remaining portions of the ordinance despite such invalidity, which
remaining portions shall remain in full force and effect.
Section 22. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.
