IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE LIBRARY BOARD MEETING AGENDA WAS PREPARED AND POSTED THIS 14th DAY OF JULY, 2023 AT 5PM. LIBRARY DIRECTOR STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Library Board of the Grapevine Public Library of the City of Grapevine, Texas met at the Grapevine Public Library in the Regular Session on the 17th day of July 2023 at 6:30 pm. The following members present to-wit: Lynda Brown Chairman Sonia Duque-Miyashita Member Suzanne Matthews Member Gerald Shannon Member Krishna Shenoy Secretary constituting a quorum with the following members of the City staff: Leigh Kapsos, Library Director and Chad Hetterley, Assistant Library Director. Darlene Freed, City Council Liaison. Molly Wright and Rae Peakner Library Staff members were present, as well. Janee Trasler, Board Member, was not in attendance. 1. CALL TO ORDER The Meeting was called to order by Lynda Brown at 6:30 pm. 2. CITIZEN COMMENTS None. 3. APPROVAL OF MINUTES Motion by Suzanne Matthews to approve the April 17, 2023 minutes, seconded by Gerald Shannon. Ayes: Unanimous Nays: None 4. OLD BUSINESS A. Library Schedule Study The Library schedule study entailed Staff tallying door and circulation statistics, materials in and out, materials on the cart (used in house), reference questions, and front desk questions. The captured data, along with current schedules of other local libraries, was presented and it was concluded that Mon -Thursday 8p-9p were indeed dead hours. Suzanne pointed out there was some missing data for Friday, Saturday, Sunday. Leigh said she would try to re-run the report, but it was likely to not change the outcome. Leigh will recommend to the City Council to move the 8p-9p hours (total 4 hours) to Sunday, allowing the library to extend Sunday hours. New proposed schedule will be: Monday-Thursday 10a - 8p Friday-Saturday 10a-6p. If the City Council approves, the new schedule will be implemented in September or October 2023. B. Library Security Middle-school aged children have been causing problems for patrons and vandalizing the library property. Library has attempted several ways to deter these occurrences. Security officers were engaged to monitor the interior and exterior during particularly troubling hours of operations. This method was effective, but may be too expensive and not the ideal use of Security Officers. Another strategy involves installation of a new security camera system, to improve security surveillance in and around the building. Staff is working with Grapevine Facilities to install the camera system. Gerald and Darlene suggested the option of engaging a VIPS (Volunteers in Police Service) representative as a security measure. Leigh will discuss with Ray Harris, Director of VIPS and Police Chief Hamlin. 5 NEW BUSINESS Centennial Projects Thanks to generous support from ATMOS Energy and Grapevine Rotary CLub the Library will be receiving a Inchy book vending machine. To retrieve the free books, children will insert Inchy book tokens, which they will earn from designated persons (schools, teachers, after-school program instructors, etc.). The goal of the vending machine is to incentivize reading and visits to the Library. The vending machine is scheduled to arrive July 19. 2023. C. Maker Suites Maker suites are open and ready for reservations. Molly Wright demonstrated the sewing kits and sewing machines. Her program Stitch-Craft meets on Saturdays and is currently partnered with the Grapevine Animal Shelter to make cat blankets, out of donated towels. Molly is working with the Children's Dept to develop new sewing programs geared toward young children. Attendance for Stitch-Craft ranges from 5-9 people. Darlene suggested placing a GPL logo or tag on the cat blankets. A/C needs to be adjusted. Leigh is working with facilities to adjust temperature to cool the Maker Suites. Suzanne suggested amplifying the social media engagement about these Centennial projects. Krishna agreed and also suggested board members can help by sharing on their own SM pages. Gerald suggested including these services in the monthly newsletter. D. New staff member Angela Fincher, Children's Library Assistant and Linda Johnston, Circulation Library Assistant. E. Homebound Delivery Project Rae Puechner, Children's Librarian, is piloting a Homebound project to implement in the future. Homebound delivery enables libraries to reach patrons that are unable to leave their residence or do not have transportation to visit the library via personalized delivery and home visits. The pilot program used the GPL Book Mobile, but this was discontinued due to concerns about patron safety climbing in and out of the vehicles. As a solution, Chad successfully secured a grant from Texas State Libraries and Archives Commission to purchase a full-size SUV dedicated to Homebound delivery services. Rae is continuing to research Homebound programs implemented at other libraries. The Homebound service is reserved for Grapevine residents only. Anyone quality and provide better coverage. Current camera surveillance is of poor quality only covering only a portion of the areas that need monitoring. C. Texas Library Association Annual Library Conference Four staff members, Christina Proctor, Molly Wright, and Susan Hulsey will attend the conference April 22-25 in Austin. Chad will be receiving the Branding Iron award. D. Voting Returns Machines will be installed on Thursday. E. New staff member Ivonne Velaquez, Library Aide, Paul Ramos, Library Aide, Anne Metcalf, Library Assistant Casual, Denise Romo, Children's Department will be taken over Shruti Hemasunder. F. Circulation and Usage 11% increase from last year. Gate count is up by 12% when compared to last year. G. Summer Reading "All Together Now" summer reading program will begin May 26th and end July 31st. Focus will be on Maker Suites, digital literacy, resume writing. Emphasis on community building and community 4 helper topics. H. Hotspots Hotspots are a big success. The Library received 21 units via the Emergency Connectivity fund grant as part of the eliminating the digital divide initiative. 3 units are missing/lost. Library will replace I. Discussion Reminder about Mayor William Tate's author signing program. J. Next Board Meeting The next Board Meeting is scheduled for Monday, July 17, 2023 at 6:30 pm. There was no formal action taken. 5. ADJOURNMENT Motion by Gerald Shannon, seconded by Suzanne Matthews, to adjourn meeting. Meeting was adjourned at 7:28 pm.
