HomeMy WebLinkAboutItem 07 - SH 121 Local Funding AgreementMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: O RUMBELOW, - MEETING DATE: OCTOBER 15, 2013 SUBJECT: SH 121 LOCAL FUNDING AGREEMENT — TXDOT DALLAS DISTRICT RECOMMENDATION: City Council consider approving additional funding for participation with TxDOT in the acquisition of right -of -way for the SH 121 Section 13 Improvements in the amount of $149,834.20, authorize staff to issue additional funds to TxDOT and take any necessary action. Funds for this additional funding participation are available in account 178- 78108 -014. The City Council approved a Local Funding Agreement with the Dallas District for the 10% Local Match for right of way acquisition for Phase II of the SH 121 improvements on May 5, 2009. Grapevine's funding commitment for the 10% match was $495,300.93. At that time, the Dallas District staff had completed right of way appraisals and was preparing for acquisitions in that part of the SH 121 corridor in northeast Grapevine and northwest Coppell where Phase I had been completed. These acquisitions were necessary for the construction of Phase II of the SH 121 improvements. Phase II of the project included: • service road reconstruction, • construction of the northbound main lanes from the Tarrant/Dallas County line northeast to Denton Creek, • two new northbound main lane bridges at Grapevine Mills Boulevard N. /Sandy Lake Road and Freeport Parkway • braided ramps Phase I had been a great success in removing the main lane traffic from the at grade signalized crossings at Grapevine Mills Boulevard N. /Sandy Lake Road and Freeport Parkway. However, it limited access to the area from the main lanes due to the limited October 9, 2013 (3:34PM) existing right -of -way. To implement Phase II of the project and provide the desired access to both cities, several braided ramps are planned. These ramp configurations require much more right of way than standard ramps. From the City of Grapevine's perspective, Phase II was and is critical to re- establish the full access to Grapevine Mills and the surrounding commercial areas. This $90+ million Roadway project, when completed, will provide three main lanes and three service road lanes in each direction and should serve the area well for years to come. TxDOT requires that local governments provide 10% of the funding for these projects. Based on the estimated cost of right -of -way on the Grapevine side of the project of $6.5 million, Grapevine's share was approximately $650,000.00. Dallas County committed $154,699.07 in funds in 2009 to reduce our cost to the $ 495,300.93 figure. With the delay of the project from 2009 to 2014, right of way costs have increased significantly from an estimate of $6.5 million to nearly $8 million in actual costs. The updated cost based on actual purchases is $7,998,342.00 with the local 10% being $799,834.20. In accordance with the terms of the agreement, the City is responsible for ten percent (10 %) of the eligible right of way costs. The eligible right of way costs and the City's funding share are detailed on the attached spreadsheet. Please remit a check or warrant payable to "Texas Department of Transportation Trust Fund" in the amount of $149,834.20 within thirty (30) days from receipt of this letter.
