AWARD OF CONSTRUCTION CONTRACT— MUSTANG WATER
TOWER INLINE PUMP
City Council consider awarding the construction contract for the Mustang Water Tower
Inline Pump to A. Uptergrove Company, Inc. in the amount of $197,540.00 and a project
contingency in the amount of $15,000, authorize staff to execute said contract, and take
any necessary action.
FUNDING:
Funds are programmed in the unappropriated Utility Fund Balance.
The Grapevine water system experiences low water pressure in the higher elevation areas
of south Grapevine during the summer months. During the summer months TRA is
pumping a significant volume of water north along SH 121 into central and north
Grapevine. The pressure to push this much water north results in the Mustang Tower
remaining continuously full with little or no cycling of the water in the tank.
During the summer heat, water quality in the tower begins to degrade to a point where it
must be cycled into the system. This is accomplished by virtually turning TRA off for a
period of time and allowing the water in the tower to drain into the system. While the TRA
delivery is severely dialed back, pressures in the south part of town fall and are most
noticeable in the highest elevations in High Country Estates and the Kelsey Court area.
These pressures reach an undesirable level during this operation and then begin to recover
when the TRA Pumps are engaged.
This is a daily, if not more frequent procedure. Our Water Plant Operators have to
consciously initiate by notifying TRA to reduce flow, closely monitor the elevation in the
tank as it drops, and advise TRA when to resume flow to our system.
The pump station designed by Carollo Engineers will allow the Water Plant Operators to
pump down the tank or cycle the tank against the high pressures provided by TRA and
then slowly refill the tank without having to ever reduce the delivery pressure from TRA.

This should ease the pressure problems that the residents have experienced over the past
years and improve the water quality in the tank.
Bids were opened on September 5, 2013 with five bids received as follows:

Carollo Engineers has reviewed the bids and has recommended that the City award the
contract to A. Uptergrove Company, Inc.
The contract schedule for the project establishes a construction time of 210 calendar days.
Staff recommends approval.
