HomeMy WebLinkAboutItem 14 - Dove Park PavilionMEMO TO: MEETING DATE SUBJECT: RECOMMENDATION: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL BRUNO RUMBELOW, OCTOBER 15, 2013 APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A PAVILION FOR DOVE PARK City Council to consider approval of a resolution for the purchase of a pavilion for Dove Park from The PlayWell Group, Inc. through an Interlocal Participation Agreement with the Local Government Purchasing Cooperative (Buyboard). FUNDING SOURCE: Funding for this purchase is currently available in account 174- 74057 -000 (Park Facility Upgrade /Improvements) for the amount not to exceed $45,564.46. This purchase will be made in accordance with an existing Interlocal Participation Agreement with the Local Government Purchasing Cooperative (Buyboard) as allowed by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to The PlayWell Group, Inc. The Parks & Recreation Department staff and Purchasing reviewed the contract for specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. The Interlocal Participation Agreement satisfies all bidding requirements under the Texas Local Government Code. This purchase replaces the current pavilion on the north side of Dove Park. The existing pavilion is over 30 years old and is in need of replacement. Staff recommends approval 10/9/2013 (3:17:33 PM) RESOLUTION NO. PA V I u o r) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A PAVILION FOR DOVE PARK THROUGH AN ESTABLISHED INTERLOCAL PARTICIPATION AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, The Local Government Purchasing Cooperative (Buyboard) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation Agreement with The Local Government Purchasing Cooperative (Buyboard) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, The Local Government Purchasing Cooperative (Buyboard) has an established contract #423 -13, Parks & Recreation Equipment & Field Lighting Products & Installation with The PlayWell Group, Inc.; and WHEREAS, the City of Grapevine, Texas has a need to purchase a pavilion at Dove Park to replace an old one. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of a pavilion from The PlayWell Group, Inc. through an Interlocal Participation Agreement with The Local Government Purchasing Cooperative (Buyboard) for an amount not to exceed $45,564.46. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said pavilion. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 15th day of October, 2013.
