COUNTY OF TARRANT
CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas met in Special
Briefing Session on this the 17th day of September 2013 at 7:00 p.m. in the Planning
and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas
with the following members present -to -wit:
Larry Oliver
Chairman
Monica Hotelling
Member
Jimmy Fechter
Member
Gary Martin
Member
Beth Tiggelaar
Member
Dennis Luers
Alternate
Theresa Mason
Alternate
constituting a quorum with B J Wilson and Herb Fry absent and the following City Staff:
Ron Stombaugh
Albert Triplett, Jr.
Susan Batte
Planning and Development Manager
Planner II
Planning Technician
Chairman Oliver called the meeting to order at 7 :02 p.m.
WORK SESSION ITEM 1.
Chairman Oliver announced the Planning and Zoning Commission would conduct a
work session relative to the following cases:
CU13 -19A LA BUENA VIDA WINERY
to discuss development issues.
ADJOURNMENT
After a brief discussion, Chairman Oliver adjourned the meeting at 7:24 p.m.

The Planning and Zoning Commission of the City of Grapevine, Texas met in Joint
Public Hearing with the City Council, on this the 17 h day of September 2013, in the City
Council Chambers, 200 South Main Street, 2nd Floor, Grapevine, Texas with the
following members present -to -wit:

Mayor Tate called the joint meeting to order at 7:33 p.m. and Chairman Oliver called the
Planning and Zoning Commission deliberation session to order at 7:46 p.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
Commissioner Jimmy Fechter delivered the Invocation and led the Pledge of Allegiance.
JOINT PUBLIC HEARINGS
CONDITIONAL USE APPLICATION CU13 -19A — LA BUENA VIDA WINERY
First for the Commission to consider and make recommendation to City Council was
conditional use application CU13 -19A submitted by Virginia Puente for property located
at 416 East College Street and platted as Lot 1R3, Block 22R1, Original Town of
Grapevine. The applicant was requesting a conditional use permit to allow the
possession, storage, retail sales and on- premise consumption of alcoholic beverages
(wine only) and outside dining in conjunction with a restaurant.
The applicant requested that the application be tabled to the November 19, 2013 public
hearing in order to work out some issues.

With no further questions, guests to speak, two letter of support, the public hearing was
tabled to November 19, 2013.
In the Commission's deliberation session, Jimmy Fechter moved to table conditional
use application CU13 -19A to November 19, 2013. Dennis Luers seconded the motion,
which prevailed by the following vote:
Ayes: Oliver, Hotelling, Fechter, G. Martin, Tiggelaar, Luers and Mason
Nays: None

CONSIDERATION OF MINUTES
Next for the Commission to consider were the minutes of the July 16, 2013, Planning
and Zoning meetings.
Monica Hotelling moved to approve the Planning and Zoning Commission minutes of
July 16, 2013. Beth Tiggelaar seconded the motion, which prevailed by the following
vote:
Ayes:
Oliver, Hotelling, G
Nays:
None
Abstain:
Fechter
Martin, Tiggelaar, Luers and Mason
Next for the Commission to consider were the minutes of the August 20, 2013, Planning
and Zoning meetings.
Monica Hotelling moved to approve the Planning and Zoning Commission minutes of
August 20, 2013. Beth Tiggelaar seconded the motion, which prevailed by the following
vote:
Ayes: Oliver, Hotelling, Fechter, G. Martin, Tiggelaar, Luers and Mason
Nays: None
With no further business to discuss, Dennis Luers moved to adjourn the meeting at 7:49
p.m. Monica Hotelling seconded the motion which prevailed by the following vote:
Ayes: Oliver, Hotelling, Fechter, G. Martin, Tiggelaar, Luers and Mason
Nays: None
