Some members of City Council may participate via videoconference. The public will be permitted to offer public comments in person in the Council Chambers or via videoconference as provided by the agenda and as permitted by the presiding officer during the meeting. Any person who is not scheduled on the agenda may address the City Council under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the City Secretary, or by being acknowledged through the videoconference app. A member of the public may address the City Council regarding an item on the agenda either before or during the Council’s consideration of the item, upon being recognized by the Mayor or upon the consent of the City Council. In accordance with the Texas Open Meetings Act, the City Council is restricted in discussing or taking action during Citizen Comments. BUDGET WORKSHOP 2. STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in Special Session on this the 8th day of August, 2023 in the Council Conference Room, Second Floor, 200 South Main Street, with the following members present: William D. Tate Mayor Sharron Rogers Council Member Chris Coy Council Member Duff O’Dell Council Member Paul Slechta Council Member Leon Leal Council Member and with Mayor Pro Tem Darlene Freed participating via video conference, and with the following members of the City Staff: Bruno Rumbelow City Manager Jennifer Hibbs Assistant City Manager Jeff Strawn Acting Chief Financial Officer Matt Feryan Sr Management and Budget Analyst Tara Brooks City Secretary In accordance with Government Code Chapter 551, this meeting was held via video conference and was noticed as such. Citizens were allowed to participate via video conference. The link to the meeting was provided on the posted agenda and on the City’s website. CALL TO ORDER Mayor Tate called the meeting to order at 5:31 p.m. in the Council Chambers. Item 1. Citizen Comments No one wished to speak during citizen comments in person or via the video link. Item 2. City Council to conduct a workshop relative to the Fiscal Year 2023-2024 budget. City Manager Bruno Rumbelow introduced the Fiscal Year 2023-2024 budget and highlighted the emphasis on cash funding of purchases, a transfer of almost $1,000,000 to the Quality of Life fund, maintenance of the 20% general fund balance, salary increases to keep staff salaries at the 50th percentile, and lower property tax. Senior Management and Budget Analyst Matt Feryan presented the proposed budget which included a proposed property tax rate reduction of the No New Revenue rate. He City Council August 8, 2023 Page 2 highlighted the property tax and sales tax. Mr. Feryan then detailed the expenses and revenues for each fund and each department. Senior Management and Budget Analyst Feryan, City Manager Rumbelow, Fire Chief Darrell Brown, City Secretary Tara Brooks. Public Works Director Bryan Beck and Convention and Visitors Bureau Director P.W. McCallum answered questions from Council. Council discussed the budget. No action was taken. Mayor Tate announced that the Budget Workshop scheduled for August 9, 2023 was canceled.
