TRIPLETT, JR PLANNER II DEVELOPMENT SERVICES SITE PLAN REVIEW COMMITTEE MARCH 2, 2016 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on this the 2nd day of March 2016, in the Planning and Zoning Conference Room, 200 South Main Street, Second Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Chairman Darlene Freed Member Scott Williams Member constituting a quorum and the following City Staff: Ron Stombaugh Albert Triplett Jr. Susan Batte CALL TO ORDER Development Services Asst. Director Planner Planning Technician Larry Oliver called the meeting to order at 2:31 p.m. NEW BUSINESS CONDITIONAL USE APPLICATION CU16 -02 — ARBY'S First for the Committee to consider was conditional use application CU16 -02 for property located at 1260 William D Tate Avenue and platted as Lot 5R, Block 1, Towne Center. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU89 -93 (Ord. 89 -93) for development of a restaurant, specifically to modify the exterior elevations of an existing restaurant. The applicant proposed to revise the exterior elevations of the existing restaurant. The proposed exterior elevation changes included removal of an existing canopy and columns along the east and south elevations and adding a new canopy along the south, east and west elevations. The existing brick along each elevation will be painted. After a brief discussion, Darlene Freed moved to approve conditional use application CU16 -02. Scott Williams seconded the motion, which prevailed by the following vote: Ayes: Oliver, Freed and Williams Nays: None 030216 SITE PLAN REVIEW COMMITTEE MARCH 2, 2016 CONDITIONAL USE APPLICATION CU16-04 — BAYLOR MEDICAL CENTER Next for the Committee to consider was conditional use application CU16-04 for property located at 1650 West College Street and platted as Lot 1, Baylor Medical Center. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU11-28 (Ord. 2011-57) for a four-story, 167,939 square foot expansion to the front of the hospital, specifically to allow for a one-story 9,230 square foot expansion to accommodate four additional patient beds. The applicant was requesting a 9,230 square foot single story expansion to accommodate four (4) inpatient beds. The proposed location was located above the existing radiology and imaging department in an area of open roof space and situated between the parking garage and the west side of the recently constructed main entrance. Required parking for the existing uses on the subject site, including the proposed expansion is 1,248-spaces; 1,875 parking spaces are provided. After a brief discussion, Larry Oliver moved to approve conditional use application CU16-04.
