SUBJECT: APPROVAL OF A RESOLUTION FOR SOFTWARE
IMPLEMENTATION SERVICES THROUGH A SOLE SOURCE
PROVIDER
RECOMMENDATION:
City Council to consider approval of a resolution for a sole source provider for software
implementation from NewEdge Services, LLC.
FUNDING SOURCE:
Funding for this purchase is currently available in accounts 200-44500-533-1 (GIS) for an
amount not to exceed $24,520.00.
BACKGROUND:
The implementation of the Cityworks work order software will enable City staff to better
track projects such as mowing, park maintenance and repair, and contractor billing. It will
also reduce the time of inputting billing information from the contractors, and better enable
City staff to retrieve this information for reports and summaries of duties performed using
the GIS System.
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, § 252.022, General Exemptions (a)(7)(A). NewEdge
Services, LLC is the sole source provider in this region for the implementation of Azteca
Systems Cityworks Server AMS software.

Department
As an Authorized Business Partner of Azteca Systems, NewEdge will
work with the City of Grapevine to implement Cityworks Server AMS for
the Parks and Recreation Department.
NewEdge Service's implementation process includes the following tasks:
Conduct on-site kick off meeting and work flow analysis
Configure Cityworks database to include Service Requests and Work
Orders and Inspections
On-site review of configured database and Cityworks software
Configuration of Employee, Materials and Equipments lists so costs
can be associated with work orders.
Provide on-site Training
Continued support after the client is live
Training on custom queries and Cityworks default reporting tools
2 Custom Crystal Reports (additional custom reports will be created
in a separate contract or see task 4.0 below)

The fees quoted are good for 60 days from the date listed. The information contained within this quotation is
confidential and proprietary and shall not be released to a third party without the consent of NewEdge Services, LLC.
Fees do not include the cost of installing or configuring the ArcGIS Server software.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
SOFTWARE IMPLEMENTATION FROM A SOLE SOURCE
VENDOR, NEWEDGE SERVICES, LLC, AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by Texas Local Government Code Chapter 252,
Subchapter B, § 252.022, General Exemptions (a)(7)(A) to consider items available from
only one source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, NewEdge Services, LLC is the sole source provider in our
marketplace for Azteca Systems Cityworks Server AMS software; and
WHEREAS, the City of Grapevine G.I.S. and Parks and Recreation Departments
have a need to implement Cityworks Server AMS software; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the
best interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Manager or his designee is authorized to take all steps
necessary for the sole source purchase to implement the Cityworks Server AMS software
from NewEdge Services, LLC for an amount not to exceed $24,520.00.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the sole source purchase of said software implementation.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 5th day of April, 2016.
