HomeMy WebLinkAboutItem 18 - Wastewater Treatment Plant Headworks ProjectMEMO TO: HONORABLE COUNCIL FROM: B MANAGER MEETING DATE: APRIL 5, 2016 SUBJECT: ENGINEERING SERVICES CONTRACT AMENDMENT — WASTEWATER TREATMENT PLANT HEADWORKS PROJECT City Council consider approving a final amendment to the Engineering Services Contract with Freese and Nichols, Inc. (F&N) in the amount of $ 49,500.00 for the Wastewater Treatment Plant Headworks Project, adopt an ordinance amending the 2016 Capital Improvement Plan, authorize staff to execute said contract amendment and take any necessary action. BACKGROUND: The Wastewater Treatment Plant Headworks project was a challenging project to design and construct due to the age of the existing facilities, the complexity of the project and the physical constraints of the project. F&N has the in-house capability to provide an enhanced level of Construction Phase Services when the complexity of the design and construction of a project is abnormally high. F&N staff and City Staff identified the need for the enhanced level of Construction Phase Services at the outset of the project due to its complexity. The cost of support provided by F&N to reach completion of the project has exceeded the approved contract figure. The contract currently is authorized at $319,136.00 for both design and construction phase services. The amendment will increase the total authorized contract amount to $368,636.00. The Wastewater Treatment Plant is comprised of three separate plants (Trains) that operate independently with the exception that all three are fed from the single entry point into the Wastewater Treatment Plant at the Headworks. The construction of the new Headworks faced significant anticipated and unanticipated difficulty from the outset due to: the limited space for the new construction, the requirement that the existing Headworks remain in service during the construction, the sequential connection of the individual plants, limited scope of record drawings of the original plant, and the requirement that we continue to meet our effluent discharge limits. The existing Headworks, constructed in the 1950s, was unable to comply with TCEQ requirements imposed in the early 2010s. To resolve this violation, staff is working to bring our technology up to current standards and insure compliance with our current Wastewater Treatment Plant Discharge Permit and future permits. Staff recommends approval. we i • D 11 WHEREAS, the City Council of the City of Grapevine acknowledges the completion of the Wastewater Treatment Plant Headworks Project; and WHEREAS, the Engineering Construction Phase Services funding is insufficient to fund the final cost of the services in the amount of $49,500.00; and WEREREAS, funding for the increase in Engineering Construction Phase Services is not currently appropriated; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an amount of $49,500.00 be appropriated from the undesignated fund balance in the Capital Utility Fund and amending the 2016 Capital Improvement Plan for the Construction of the Wastewater Treatment Plant Headworks Construction Project. Section 3. That a copy of the revised Fiscal Year 2015-2016 Capital Improvements Plan Budget shall be kept on file in the City Secretary's Office and on the City of Grapevine website. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety, and general welfare which requires that this ordinance shall take effect immediately from and after its passage and it is accordingly so ordained.
