ITEM 1. EXECUTI\!E SESSION Mayor Tate announced the City Couneil would conduct a closed session regarding personnel relative to City Manager's annual evaluation under Section 551.074, Texas Government Cade. Upon recanvening in open session in the Council Chambers, Mayar Tate asked if there was any action necessary relative to the closed session. Council Member Wilbanks stated there was no action necessary under Section 551.074, Texas Government Code. NOTE: City Council continued with the Special City Council meeting in open session in the Council Ghambers. Consider an ordinance amending the Fiscal Year 1997-1998 budget to include improvements for City parks and facilities and appropriating the funds in an amount not to exceed $434,700.00 and take any necessary action. 2. Consider an ordinance adopting the Fiscal Year 1998-1999 budget and take any necessary action. 3. Consider an ordinance adopting the Fiscal Year 1998-1999 ad valorem tax rate and take any necessary action. PURSUANT TO THE TEXAS OPEN MEETINGS ACT, TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ONE OR MORE OF THE ABOVE ITEMS MAY BE CONSIDERED IN EXECUTIVE SESSION CLOSED TO THE PUBLIC. ANY DECISION HELD ON SUCH MATTER WILL BE TAKEN OR CONDUCTED IN OPEN SESSION FOLLOWING THE CONCLUSION OF THE EXECUTIVE SESSION. ITEM 1. ORDINANCE. AMEND FISCAL YEAR 1997-1998 BUDGET City Manager Nelson requested approval of an ordinance amending Fiscal Year 1997-1998 Budget to finance various projects in the amount of $434,700.00 for the Parks & Recreation Department; Bear Creek Park and Parr Park restrooms; playgrounds at Banyan, Parkwood, and Cluck Parks; Western Oaks/Belfort Park; Horseshoe Trails overlay; median irrigation, and Grapevine Middle School playground. Mayor Pro Tem Ware, seconded by Council Member Wilbanks, offered a motion to adopt the ordinance amending Fiscal Year 1997-98 Budget. The motion prevailed by the following vote: 09/08/98 Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None ORDINANCE NO. 98-106 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING ORDINANCE NO. 98-60 RELATIVE TO THE FISCAL YEAR 1997-98 BUDGET BY AMENDING SECTION 1; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE ITEM 2. ORDINANCE, ADOPT FISCAL YEAR 1998-1999 BUDGET City Manager Nelson requested approval of an ordinance adopting Fiscal Year 1998-1999 Budget to include increased service levels as presented during the budget workshop held on July 15 and public hearing on September 1, 1998. The proposed budget includes a general fund of$30,188,489.00 and requires a tax rate of$.3850. Council Member Stewart, seconded by Council Member Johnson, offered a motion to adopt the ordinance approving Fiscal Year 1998-1999 budget as presented. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None ORDINANCE NO. 98-107 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS ADOPTING THE BUDGET FOR THE CITY OF GRAPEVINE, TEXAS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1998 AND ENDING SEPTEMBER 30, 1999; PROVIDING FOR INTRA- AND INTER-DEPARTMENTAL FUND TRANSFERS; PROVIDING FOR INVESTMENT OF CERTAIN FUNDS; DECLARING AN EMERGENCY; AND PROVIDING AN EFFECTIVE DATE ITEM 3. ORDINANCE. ADOPT 1998-1999 AD VALOREM TAX RATE City Manager Nelson requested approval of an ordinance setting the Fiscal Year 1998- 1999 ad valorem tax rate at $0.385 per$100.00 valuation apportioned as follows: General Fund - $0.276996 and Debt Service - $0.128004. The budget was assembled using an appraised value of $3,254,180,678.00, which is the sum of the certified roll and the minimum value of all properties pending disposition before the Appraisal Review Board. Council Member Johnson, seconded by Council Member Freed, offered a motion to adopt the ordinance as presented setting the ad valorem tax rate at $0.385 per $100.00 2 09/08/98 valuation. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None ORDINANCE NO. 98-108 AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS, SETTING THE ANNUAL TAX RATE FOR TAX YEAR 1998; LEVYING TAXES FOR THE TAX YEAR 1998 TO BE ASSESSED ON ALL TAXABLE PROPERTY WITHIN THE LIMITS OF THE CITY OF GRAPEVINE, TEXAS; PROVIDING PENALTIES AND INTEREST FOR THE DELINQUENT TAXES; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE ADJOURNMENT Council Member Wilbanks, seconded by Council Member Stewart, offered a motion to adjourn the meeting at 8:10 p.m. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 6th day of October, 1998.
