A. Building Board of Appeals to conduct a public hearing relative to Case
BBA14 -01 for the consideration of the adoption of amendments to Chapter 11 of
the Grapevine Code of Ordinances, Fire Protection and Prevention, relating to
the adoption of the 2012 Fire Code as well as amendments to the code.
B. Board of Building Board of Appeals to consider 2015 Meeting Agenda
Schedule, and take any necessary action.

The Building Board of Appeals for the City of Grapevine, Texas, met on Monday
evening, September 8, 2014, at 6:00 P.M. in the Planning and Zoning Conference
Room, 2nd Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with
the following members present to wit:

CALL TO ORDER
Chairman Joe Lipscomb called the Briefing Session of the Building Board of Appeals to
order at approximately 6:00 P.M.
NEW BUSINESS
Scott Williams briefed the Building Board of Appeals regarding the item scheduled to be
heard in the regular public hearing.
ADJOURNMENT
With no further discussion, the meeting was adjourned at approximately 6:15 P.M.

The Building Board of Appeals for the City of Grapevine, Texas, met in regular session,
Monday evening, September 8, 2014, at 6:15 p.m., in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas with the following members present:

CALL TO ORDER
Chairman Joe Lipscomb called the Public Hearing to order at approximately 6:15 p.m.
OATH OF OFFICE
Connie Cook administered the Oath of Office to reappointed Chairman, Joe Lipscomb,
Members, Clint Hallman and Russell Kidd and newly appointed Members Roger "Skip"
Blake and Paul Coventry.
ELECTION OF OFFICERS
For office of Chairman, Russell Kidd nominated Joe Lipscomb. Jerrold Sklar seconded
the motion which prevailed by the following vote:
Ayes: Sklar, Kidd, Hallman, Biesiadny, Blake, Coventry
Nays: None
Abstain: Lipscomb
Absent: None
Clint Hallman made a motion to close nominations, Paul Biesiadny seconded the
motion which prevailed by the following vote:
Ayes: Sklar, Kidd, Hallman, Biesiadny, Blake, Coventry
Nays: None
Abstain: Lipscomb
Absent: None
Joe Lipscomb was re- elected as Chairman.
For office of Vice - Chairman, Clint Hallman nominated Jerrold Sklar, Paul Biesiadny
seconded the motion which prevailed by the following vote:

Paul Biesiadny made a motion to close nominations, Clint Hallman seconded the
motion which prevailed by the following vote:

Jerrold Sklar was re- elected Vice - Chairman.
PUBLIC HEARING
BUILDING BOARD OF APPEALS TO CONSIDER BUILDING BOARD OF APPEALS
CASE BBA14 -01, CITY OF GRAPEVINE
Building Board of Appeals to conduct a public hearing relative to Case BBA14 -01 for
the consideration of the adoption of amendments to Chapter 11 of the Grapevine Code
of Ordinances, Fire Protection and Prevention, relating to the adoption of the 2012
International Fire Code.
Fire Chief, Darrell Brown addressed the Board; he stated that they were requesting the
Board forward to City Council a recommendation for the adoption of amendments to
Chapter 11 of the Grapevine Code of Ordinances, Fire Protection and Prevention,
relating to the adoption of the 2012 International Fire Code as well as amendments to
the code.
Fire Chief, Brown stated that the City of Grapevine was currently regulated by the 2006
International Fire Code that had been adopted in 2007.
Fire Chief Brown, Deputy Chief /Fire Marshal Frisinger and the Board analyzed all
changes that were being proposed relative to the consideration of the adoption of the
2012 International Fire Code being recommended to City Council.

An in -depth discussion was held regarding clarification to the 2012 International Fire
Code being proposed, specifically addressing changes relative to new and existing
structures, definitions and verbiage.
With no further questions for Darrell Brown, Randie Frisinger or Scott Williams, Council
Member Sharron Spencer addressed the Board. She explained Councils concerns with
the proposed 2012 International Fire Code changes. She stated many concerns had
been addressed but thought there should be clarification made to the proposed code.
With no questions for Council Member Spencer and no additional speakers, Russell
Kidd made a motion to close the public hearing. Paul Coventry seconded the motion
which prevailed by the following vote:

Lipscomb, Sklar, Kidd, Hallman, Biesiadny, Blake, Coventry
Nays:

Jerrold Sklar made a motion that the case be tabled allowing Staff time to make
clarifications to the 2012 International Fire Code being proposed, specifically
addressing changes relative to new and existing structures, definitions and verbiage.
Clint Hallman seconded the motion, which prevailed by the following vote:

Lipscomb, Sklar, Kidd, Hallman, Biesiadny, Blake, Coventry
Nays:

NEW BUSINESS
Next the Building Board of Appeals considered the 2015 Agenda Schedule.
Jerrold Sklar made a motion to accept the 2015 Meeting Agenda Schedule. Russell
Kidd seconded the motion which prevailed by the following vote:
Ayes:
Lipscomb, Sklar, Kidd, Hallman, Biesiadny, Blake, Coventry
Nays:
None

MINUTES
Next for the Board to consider was the minutes of the September 8, 2013, Briefing
Session and Public Hearing.
Clint Hallman made a motion to accept the minutes of the September 8, 2013, Briefing
Session and Public Hearing. Paul Biesiadny seconded the motion which prevailed by
the following vote:
Ayes:
Lipscomb, Sklar, Kidd, Hallman, Biesiadny, Blake, Coventry
Nays:
None

Council Member Sharron Spencer addressed the Board; she stated that she would no
longer be the Building Board of Appeals Liaison, and introduced Council Member Chris
Coy as the Boards new liaison. She thanked the Board for their service and for the time
she served with them.

With no further discussion, Jerrold Sklar made a motion to adjourn. Clint Hallman
seconded the motion, which prevailed by the following vote:

Lipscomb, Sklar, Kidd, Hallman, Biesiadny, Blake, Coventry
