GENERAL: 1. Mr. Steve Bonesco, the applicant, is platting this 0.93 acre site for the proposed redevelopment of the property. This property is located on the northeast corner of Northwest Highway and Starnes Drive. 2. The property is currently developed as an office building. II. STREET SYSTEM: 1 . This site has access to Northwest Highway (Business 114) and Starnes Drive. III. STORM DRAINAGE SYSTEM: 1. The on-site and off-site storm drainage systems must be designed in accordance with the requirements of the City of Grapevine's Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 12-inch water line located within the Northwest Highway right-of-way and an 8-inch water line located within the Starnes Drive right-of- way. 2. The existing water distribution system is adequate to serve the domestic and fire protection needs of this and future surrounding developments. V. SANITARY SEWER SYSTEM: 1. There is an existing 8-inch sanitary sewer line located within the Northwest Highway right-of-way. 2. The developer will need to modify the existing on-site sewer systems to accommodate the proposed development. 3. The existing sanitary sewer collection system is adequate to serve the needs of this and future surrounding developments. • VI. MISCELLANEOUS: 1. Water and Wastewater Impact Fees are due prior to the issuance of any building permits if the site redevelops. The current fee is $5,402 per acre. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1. The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lot 5R, Starnes Addition."
