FUNDING SOURCE: Funds are available in the following accounts. Account 816-48840-101-01, Palace Theatre Construction $4,895,572 BACKGROUND INFORMATION: The Palace Theatre Reconstruction Project has a projected budget of $4,895,572.00. Due to the extensive reconstruction of the project and unknown factors of the original construction, the budget included a substantial contingency of $402,118.00 for the reconstruction of the Palace Theatre. In the past few weeks the architects, engineers and construction manager had begun the reconstruction of the structural elements of the building and have discovered several areas that must be addressed to assure that we have a safe building when the reconstruction is complete. The proposed change orders represent areas of structural alterations throughout the Palace Theatre, the Lancaster Heritage Theatre, as well as the area know as the Ski Shop. The Ski Shop requires substantial work on the existing brick arch as well as removal of one brick wall that is structurally unsound. Staff has previously approved six change orders. These change orders were for three different contracts and none of the change orders increased the net amount of the respective contract more than $15,000. State law allows staff level approval of change orders under this amount. The existing arch in the Ski Shop has many cracks in the mortar. The engineer has issued instructions that the wall should be repointed to maintain its integrity. 2) Repair of north wall of Heritage. The existing block wall on the Palace side was unsupported on the Heritage side because a wythe of brick was missing. Structural engineer reviewed and advised that the brick should be filled in up to the bottom of the block on the Heritage side. Additionally, a steel angle was specified to be installed to reinforce the joining of the two dissimilar materials. CHANGEORDERSI 2 April 27, 2000 (10:08AM) 3) Modification of stair well and wall between Palace and Heritage. A door at the front of the Palace near the stage on the south wall was always planned to join the two theaters together. However, after removal of the rear wall it was determined that the door opening was too close to the end of the wall to cut the opening due to the deterioration of the wall. The structural engineer advised that we should remove the last eight feet of wall full height, pour a new foundation, and construct a new wall. Additionally, this change involved strengthening the pit on the Heritage side to support the new construction. 4) Removal of a portion of the north rear Ski shop wall and reconstruction with brick, cmu, and clay tile. Unfortunately, the existing north wall to the west of the arch between the Ski Shop and Heritage was not well constructed and could not be saved. Not only is this a structural wall that supports the wood trusses, but our plan called for an additional five feet of masonry construction to be built on top of the existing wall. There was no practical way to achieve this goal. The engineers' instructions are to remove the wall and replace with three wythes of brick, cmu, and structural clay tile. This wall is to be built on a new concrete foundation which consist of a new 36" pier, cantilevered pier cap, and grade beam. In the effort to maintain as much of the existing structure, we are shoring the existing wood trusses and roof while construction is done so that it does not have to be removed. 5) Revised support of the air conditioning units over the Ski Shop. This change is similar to the one above in that the engineer decided that it was not a good plan to bear the weight of the new roof -top air conditioning units on the wall of the Ski Shop. His plan is to support the steel I-beam supports by pipe columns located in the space below that bear on a gradebeam running perpendicular in the building. 6) Modification of ramp and stairs at front between Palace and Heritage. This change does not involve extra money, but adds detail to the construction and relocates slightly the ramp and stair that link the Palace and Heritage at the front. 7) Support of third floor cantiliered beam in the Palace. This change involves supporting a concrete beam that exists in the Palace at the third floor. The plans call for removal of a portion of the wall beneath and its connection to the front wall. In order to give added support, the engineer devised beams and hangers to support the end of the beam. 8) Columns under beam at mezzanine. Instead of bearing the new I-beam at the Palace mezzanine into a masonry pocket in the wall, the engineer has instructed us to install columns at each end and bear the columns on a small footing. 9) I -beams around perimeter of Palace for deck support. After excavation of the foundation, it was discovered that it was different that what was anticipated, and CHANGEORDERS1 3 April 27, 2000 (10:08AM) potentially would not provide adequate support for the new concrete deck. Therefore, the structural engineer revised the plan to call for additional I -beams to be placed under the deck and welded to the already planned columns to transfer the load to the columns instead of the wall. Also, a slip joint connection was used to allow for slippage in the event the walls moved differently than the deck. 10) Pier cap in lobby due to relocated column. A column was relocated in the lobby to ensure good egress to the cafe. 11) Temporary piers and shoring. This is a recommendation to help support the walls of the Palace during construction since no rear wall exists and heavy work is planned to take place around the building. 12) Modifications of elevator pit. The elevator pit was modified to provide a more suitable foundation than the original design as well as increase in size.
