A„ MEMO TO: HONORABLE MAYOR AND MEMBERS OF TH CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER..:f,%' G MEETING DATE: MAY 2, 2000 SUBJECT: AMENDMENTS TO CHAPTER 23-36 RELATIVE TO TRAFFIC CONTROL DURING CITY FESTIVALS RECOMMENDATION: City Council consider adopting an ordinance amending Chapter 23-36 of the City Code of Ordinances to impose street closures and one-way traffic control during certain City festivals, and take any necessary action. BACKGROUND INFORMATION: Since their establishment, the Main Street Days and Grapefest weekend festivals have required the closing and barricading of City streets in advance of the opening of the festivals and continuing into the day following the closing of the festivals. With the establishment of the City's third festival, the Grapevine Vintage Festival, a different element of traffic control has been determined necessary for this particular festival. While the two larger festivals require street closings, the newest festival only requires limiting Hudgins Street to one-way traffic east bound from Main Street to Dooley Street. Examination of our City Code has revealed that we do not have a clear designation of these road closures in the code nor is there any clear designation of temporary one-way traffic control during the newest festival in the code. Section 23-36 has been developed to resolve these problems by providing clear designations of the two types of traffic control that can be enforced by the Police Department and Fire Department. With the exception of the one-way on Hudgins Street, there are no traffic controls imposed by this ordinance that are not already used for the two large festivals. Staff recommends approval.
