AWARD OF CONSTRUCTION CONTRACT — PART OF
NORTHWEST HIGHWAY PROJECT (ELLIOTTS HARDWARE)
City Council consider awarding a construction contract to Reynolds Asphalt &
Construction Company for the repairs, rehabilitation and improvements to the Elliotts
Hardware parking lot in the amount of $108,535.50, authorize staff to execute said
contract, and take any necessary action.
FUNDING SOURCE:
Funds are currently available as follows:
Elliotts Hardware (Acct. No. 178-21557) $ 39,227.00
1995 G. O. Bonds (NW Hwy. Contingency)(Acct. No. 178-78328-008) $ 69,308.50

$108,535.50
BACKGROUND:
As a part of the Northwest Highway project, Main Street was reconstructed to create a
four-way intersection instead of an offset intersection. This change involved acquiring
right-of-way from Elliotts Hardware and removing part of their parking lot. The right-of-
way take included nearly one fourth of an acre at the corner of North Main and
Northwest Highway. In September 1997, Elliotts and the City entered into an agreement
to undertake improvements to Elliotts parking lot to offset the impact on their existing
parking resulting from the right-of-way taking and the new North Main Street alignment.
The improvements include adding a curb to the parking lot along Northwest Highway
and Main Street, minor repairs to the parking lot, coating the parking lot with an asphalt
emulsion, and restriping the parking lot. Some minor drainage improvements will also be
made. Elliotts has also agreed to remove some of the parking adjacent to Northwest
Highway to leave room for some landscaping improvements to enhance this
intersection.

Bids were opened on March 28, 2000 at 2:00 PM with the following results:
Reynolds Asphalt and Construction Company $108,535.50
Peachtree Construction Company $112,192.50
JRJ Paving $125,888.03
Sutton & Associates $132,509.30
Philips May $198,443.00
The consulting engineer for the project has checked references on Reynolds Asphalt
and recommends we award the contract to Reynolds. Reynolds Asphalt is an old,
established company, with many years of experience in the DFW area.
Staff recommends approval.
