HomeMy WebLinkAboutItem 11 - Dove Loop Road # /1 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: JUNE 6, 2000 SUBJECT: ROADWAY NAME CHANGE / DOVE LOOP ROAD RECOMMENDATION: City Council consider adopting an Ordinance amending Chapter 20-7, relative to Street Name Changes, as follows: "Peach Street from North Dooley Street to Boyd Drive is hereby designated and shall hereafter be known as Dove Loop Road. The new four lane divided roadway extending from N. Main Street to N. Dooley Street, bordering Silverlake Addition on the north, and continuing west on the City of Grapevine's Thoroughfare Plan extending across City property and Corps of Engineers property to the Dove Road / Dove Loop Road intersection on the west end is hereby designated and shall hereafter be known as Dove Loop Road. The future four lane divided roadway extending from Boyd Drive to Ruth Wall Street on the City of Grapevine's Thoroughfare Plan is hereby designated and shall hereafter be known as Dove Loop Road." and take any necessary action. BACKGROUND: The construction of a segment of what has been referred to as Dove East Extension between N. Main Street and N. Dooley Street has been completed as part of the Silverlake Addition development. This roadway has eliminated Wildwood Lane from N. Dooley Street to N. Main Street, and serves as an extension of the planned thoroughfare connecting the Dove Loop Road / Dove Road intersection at the far west end and the existing four-lane segment of roadway between N. Dooley Street and Boyd Street, currently referred to as Peach Street at the east end. In an effort to try to develop a consistent name for the roadway from the Dove Road / Dove Loop Road intersection east to Ruth Wall Street, staff has received a request from Martin Schilling with Wright Development Company that we consider naming the entire May 31, 2000 (3:05PM) roadway alignment as one name. After consulting with Council on the potential names for the street, it has been decided to name the new section Dove Loop Road. This will provide a continuation of the existing Dove Loop link north of the Dove Loop and Dove Road intersection east to Ruth Wall Street. This will remove the name Peach Street from the existing roadway segment between Dooley and Boyd Street and will provide a consistent name throughout that corridor. Peach Street will remain between N. Main Street and Scribner Street in its existing alignment. Staff recommends approval. TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 20 STREETS. SIDEWALKS AND OTHER PUBLIC WAYS, SECTION 20-7 RELATIVE TO STREET NAME CHANGES: PROVIDING FOR THE NAME CHANGE OF A CERTAIN STREET; PROVIDING A SEVERABILITY CLAUSE: DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS. developers have begun to construct segments of the four lane divided roadway reflected on the City's Thoroughfare Plan between the Dove Road / Dove Loop Road intersection and Ruth Wall Street: and WHEREAS. no specific name has ever been established for this roadway; and WHEREAS. it is desirable to designate this roadway with a consistent name throughout its length. NOW. THEREFORE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE. TEXAS: Section 1 . That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Chapter 20, Section 20-7 Street Name Changes of the Grapevine Code of Ordinances is hereby amended by the addition of the following street 4 name changes: "Peach Street from North Dooley Street to Boyd Drive is hereby designated and shall hereafter be known as Dove Loop Road. The new four lane divided roadway extending from North Main Street to North Dooley Street, bordering Silverlake Addition on the north, and continuing west on the City of Grapevine's Thoroughfare Plan extending across City property and Corps of Engineers property to the Dove Road / Dove Loop Road intersection on the west end is hereby designated and shall hereafter be known as Dove Loop Road. The future four lane divided roadway extending from Boyd Drive to Ruth Wall Street, on the City of Grapevine's Thoroughfare Plan is hereby designated and shall hereafter be known as Dove Loop Road." Section 3. All provisions of Section 20-7 not specifically amended herein shall remain in full force and effect and shall not be amended by the adoption of this ordinance. Section 4. If any section, article, paragraph, sentence. clause, phrase, or word in this ordinance. or application thereto any person or circumstance is held invalid or unconstitutional by a court of competent jurisdiction. such holding shall not affect the validity of the remaining portions of this ordinance: and the City Council hereby declares it would have passed such remaining portions of the ordinance in spite of such invalidity, which remaining portions shall remain in full force and effect. Section 5. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health. safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
