MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: JUNE 6, 2000 SUBJECT: SH 121/114 MIS SCHEMATIC ALTERNATIVE DEVELOPMENT CONTRACT RECOMMENDATION: City Council consider awarding an Engineering Services Contract to Parsons Transportation Group in an amount not to exceed $ 52,800 for the preparation of Alternative Schematic Layouts in the SH 121/114 MIS Study Area, authorize the City Manager to execute said contract, and take any necessary action. FUNDING SOURCE: Funds are currently available in 96 G. O. Bond Interest account (Account No. 178- 78361-009) Budget Engineering Schematic Study $ 52,800 100% BACKGROUND: The SH 121 / SH 114 MIS team has completed the first phase of the study, establishing the recommended number and configuration of the general purpose lanes, managed facility lanes and service road lanes through the corridor. This phase was reviewed with the Council and community in a public hearing held at our City Hall on July 15, 1999. The consultant team, in coordination with TxDOT Staff and the Cities in the corridor, are now preparing the more detailed schematics of the corridor improvements to address direct connect ramps and interchange configurations as well as access ramps to and from local arterial and collector roadways. The detailed schematics prepared to date in this second phase have significant impacts upon Grapevine's existing access as well as future access needs. Staff feels these impacts should not be accepted without further in depth review of the corridor to consider other possibilities. These alternatives will be June 1, 2000 (8:19AM) reviewed in depth with the Council prior to the next public meeting on the MIS study scheduled for sometime in late summer. Parsons Transportation Group has periodically assisted the City Staff through the development of the first phase of the MIS and is very familiar with our concerns about the second phase of the study. They have collected a team of transportation experts from their local Ft. Worth office as well as from other offices across the country to assist us in developing an acceptable alternative plan to preserve and improve our access in this corridor. Preserving current access and improving future access to the City of Grapevine in this highway corridor is vital to the future of this City. The final transportation system must convey traffic through the corridor efficiently while providing ample opportunity to access Grapevine's thoroughfare network, hotels, th s stage oshopping he project development will and businesses.
