HomeMy WebLinkAboutItem 20 - Utility VehicleITEM 0 20 - MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER/, MEETING DATE: JUNE 6, 2000 SUBJECT: AWARD OF BID NUMBER 51-2000, UTILITY VEHICLE RECOMMENDATION: City Council to consider award of bid 51-2000 to the lowest and best bid meeting City specifications to Classic Chevrolet for one utility vehicle in the total amount of $34,464.00. A copy of the bid tabulation is attached for review. FUNDING SOURCE: As per discussions with the City Council in previous budget workshops, it is cost advantageous for the City to issue equipment acquisition notes to fund the purchase of this equipment. Funds are available in the lease fund to satisfy necessary debt payment requirements. Account 325-48910-000-0-003 BACKGROUND: On October 19, 1999 Council approved the purchase of a utility vehicle for the Convention and Visitors Bureau through an interlocal agreement with the Houston/Galveston Area Council (HGAC) which had the vehicle under contract. On April 14, 2000 staff was notified by HGAC that the contract vendor could not supply the vehicle in the specification configuration that the City required. Because the contracted vendor was unable to supply the vehicle staff took additional bids. Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021, 252.0215, and 252.022. This bid was advertised in the Fort Worth Star Telegram and the Grapevine Sun on April 27, 2000 and May 4, 2000. June 1, 2000 (8:06AM) The lowest bid received was from Vandergriff Chevrolet. This bid should be rejected because the vendor submitted the bid in facsimile form rather than as a sealed bid, which was a requirement of the specifications. In addition, the Vandergriff bid did not quote a five-year power train warranty or trailer hitch configuration, which were also requirements of the specifications. Staff recommends the award be made to the second low bid of Classic Chevrolet which met all of the required specifications. Staff recommends approval.
