AWARD OF BID, SANITARY SEWER REHABILITATION
City Council to consider awarding the sanitary sewer rehabilitation contract to
Henderson Construction in the amount of $166,235.00, authorize the City Manager to
execute said contract, and take any necessary action.

BACKGROUND:
Several years ago, the Public Works Department conducted a sanitary sewer survey to
find defects in the system and develop a program for rehabilitation. The older areas of
Grapevine were targeted since these were the most likely candidates for rehabilitation.
The sewer lines were smoke tested, dye water flooded, and televised to pinpoint
sections that were allowing water to infiltrate the system, over loading the capacity of
the lines and, consequently, the wastewater treatment plant.
Based on the evaluation, a rehabilitation program was developed and divided into two
phases to facilitate bidding. The first phase consisted of sewer manhole rehabilitation

and has been completed. The second phase addresses sections of sanitary sewer lines
that were found to be defective and need to be repaired.
Bids were advertised in the Fort Worth Star Telegram on May 4th and May 11th and
opened on May 25th at 2:00 p.m. Six companies bid on the project with Henderson
Construction being low bidder with a bid of $166,235.00. Montgomery Watson, the
Cities' design engineer, conducted a background check on Henderson Construction and
has found them to be worthy of consideration.
Staff recommends award of bid to Henderson Construction.

After further discussion concerning the jack and bore portion of the project with Matt Singleton, we
decided to go with the bid alternate of water pipe instead of ductile iron pipe.
Based on the information and references supplied by Henderson Construction. the low bidder with the bid
alternate, I recommend that the contract be awarded to them. In the event that Henderson Construction
cannot fulfill the contract requirements, I recommend that the contract be awarded to the next low bidder

Reference Check List For Henderson Construction:
Bill Sangston, Inspector for the City of Denton, (940) 349-8358
Bill says that Henderson Construction is currently finishing a project in Denton and that they have had no
problems with the company. The project is in a difficult area with the college involved. Henderson was
able to meet all the needs and responded to concerns promptly.

Phil said that they had no problems with Henderson Const. and that they did good work and easy to work
with.

Steve didn't feel comfortable with giving a recommendation but did say that Henderson Const. did good
